Who is not eligible
- Broadcasting companies licensed under the Broadcasting Act (R.S.C., c. B-9)
- Companies that become licensees during the tax year in which the application is submitted
- Companies that held such a license during the 24 months preceding that tax year
- Companies that control a licensee, or are controlled directly or indirectly by a licensee, during that tax year or the previous 24 months
- Sole proprietorships, which do not qualify as Québec companies

Selection criteria
- Projects are evaluated comparatively on three axes: creative, financial, and commercialization.
- Creative perspective: the interest and originality of the proposal, the documentary proposal, direction, the company’s track record, and the project’s potential to reach audiences in Québec or abroad.
- Financial perspective: the state of progress of the financial structure, the amount requested in relation to the budget, the diversity of financial partners, and the producer’s investment.
- Commercialization perspective: the strategies and financial resources used to ensure discoverability, accessibility, visibility, audience engagement, promotion, and distribution in Québec and abroad.
- SODEC prioritizes medium-length and feature-length documentary projects that meet the definitions of documentary and author-driven documentary used in its programs.
How to apply
- Confirm your eligibility before submitting an application.
- Create a user profile in SOD@ccès, or enter your access codes if you already have one.
- Select program number 20-13-03-01 for Component 3 – Selective assistance for the production of medium-length and feature-length documentaries – One-off works.
- Complete the application form and upload all required documents.
- Submit the application through the secure SOD@ccès portal and pay the handling and assessment fee of $250 plus applicable taxes per project and submission.
Processing and Agreement
- SODEC reviews submitted projects and communicates its decisions in a timely manner.
- It may use external evaluation committees or independent readers to gather opinions on the creative, financial, and commercialization aspects of projects.
- If assistance is approved, the payment terms, schedule, and obligations are set in the financial assistance agreement, and payments depend on available funds and National Assembly approvals.
- The final actual cost report must be submitted no later than 90 days after delivery of the production’s answer/master print, or by another date specified by SODEC; SODEC may require an audited cost report, examine records, and request clarification from the auditor.
- Within six months of the first public showing of the final version, the applicant company must deposit a free copy with the Cinémathèque québécoise; Québec minority coproductions are exempt.
Additional information
- SODEC may sign specific agreements with regional organizations to support regional development objectives.
- SODEC files an information return with the ministère du Revenu for any contractual payment or grant made to a corporation or partnership, and beneficiaries receive an RL-27 slip.
