Overview
The Rural Association Partnership Program offers project-based funding of up to $7,500 to support rural business organizations, fairs, and farmers' markets in Ottawa. The program is designed to strengthen the rural economy through initiatives that promote economic development, community impact, and organizational effectiveness.
Financing terms and conditions
- Maximum funding per project is generally capped at $7,500.
- Financial assistance is provided on a matching basis, covering up to 50% of eligible project expenses.
- Only one approved project per organization per year is eligible for funding.

Eligibility
- The applicant must be a not-for-profit organization based in rural Ottawa.
- The organization must have an ongoing presence in rural Ottawa or activities that significantly benefit rural Ottawa.
- The organization must contribute to rural economic development, such as a rural business organization, a farmers' market, or an organizer of rural fairs.
- The organization must have a publicly accountable structure, including an active Board of Directors that meets regularly.
- The project must offer new or enhanced initiatives that support Ottawa's rural area economic development.

- Rural business organizations such as Chambers of Commerce and Business Improvement Areas
- Organizations operating rural fairs
- Organizations that operate farmers’ markets

- Cash expenses that are directly related to the approved project activities.
Eligible geographic areas
- Organizations based in rural Ottawa.
Selection criteria
- Merit of the project, including clear goals, alignment with organizational mandate, effective strategies, and demonstrated project management success.
- Economic and community impact, such as potential benefits for rural Ottawa businesses and residents, demonstrated local support and partnerships, and ability to attract visitors with measurable results.
- Organizational effectiveness, covering long-term planning capacity, fiscal responsibility, diverse funding sources, and strength of management and board leadership.
- Demonstrated financial need based on financial stability, ability to access other revenue sources, and community support.
How to apply

Confirm eligibility and program alignment

Obtain the application form
- Obtain the appropriate application form from the Rural Affairs Office or the official program website
- If necessary, request a Word format of the application form by email

Prepare application documents
- Gather all required organizational information and a detailed project description
- Include supporting materials such as financial data, volunteer contributions, and promotional or media documentation

Complete and sign the application
- Ensure the form is completed accurately and all required fields are filled
- Have two authorized members, including a Board member, sign the application
- Attach all supporting documentation as required

Submit your application before deadline
- Submit your application and all required documents by mail, fax, email, or in person to the Rural Affairs Office
- Ensure your application is received by the specified deadline
- Late or incomplete applications will not be considered

Wait for application review
- Wait for the peer evaluation committee to review all submissions
- The program coordinator may contact you for clarifications or additional information
- Decisions will be based on the assessment criteria and program budget

Receive notification and claim funds
- If approved, receive a letter stating the amount of financial support granted
- Review and sign the Terms and Conditions form included with your notification
- Claim reimbursement by submitting supporting financial documentation

Submit project activity report
- Submit an activity report within three months of project completion
- The report must include a summary of project activities, financial statements, and volunteer involvement
- Failure to submit may disqualify your organization from future funding
Additional information
- Financial need is considered in addition to assessment criteria, with priority given to demonstrated financial need.
- Applications from startup organizations will be assessed with less importance placed on historical performance.
- Recipients are required to acknowledge the support of the City of Ottawa in their communications and materials.
- Jury members and assessors are selected to ensure balanced representation across sector experience, official languages, gender, and geographic areas.
