Who is eligible?
- Only a small business that meets all of the listed eligibility criteria can submit a proposal.
- Subcontractors may be academic, industrial or not-for-profit.
Eligible expenses
- Salary costs
- Contractor's fees and sub-contracts
- Travel costs in accordance with the National Joint Council Travel Directive
- Reports and studies
- Overhead, material cost, patenting costs, and capital costs
Ineligible Costs and Activities
- Land acquisition, leasing land, buildings (acquisitions and leasing), renovation or construction, and other facilities, real estate fees and related costs
- Financing charges, legal fees (not linked to patenting) and loan interest payments
- Any goods and services costs which are received through donations or in kind
- Property taxes
- Lobbyist fees

Selection criteria
- Proposals must pass all mandatory criteria before advancing to point-rated evaluation.
- Proposals must achieve at least 65 of 130 total points to be considered responsive.
- Canada may consider departmental and government priorities, previous years’ investments, strength of individual proposals, similar initiatives, and project types and technology readiness levels when selecting proposals.

- Create your profile and begin proposing solutions using the “Propose a Solution” button.
- Submit the proposal using the Challenge Stream Submission Form.
- If you cannot use the web-based system, contact solutions@ised-isde.gc.ca before the closing date and time to arrange delivery.
Processing and Agreement
- Proposals are evaluated by NRC-IRAP and/or subject matter experts from other government departments.
- Canada may request clarifications from the applicant during evaluation.
- Proposals that are pre-qualified are placed in a challenge pool, and Canada may select one, more than one, or no proposal.
- Selected applicants must comply with due diligence requests before a grant award is finalized.
- The Challenge Sponsoring Department informs the applicant of final decisions after the grant award process is completed.

- Enquiries must be submitted no later than ten calendar days before the closing date.
- Selected applicants may receive only one grant per phase per challenge.
- No travel is anticipated; communication will take place by telephone or videoconference.
