Eligibility
Who is eligible?
Applicants for the Creative Content Development Fund must meet specific eligibility criteria to ensure their project qualifies for funding under this program.
- Production Companies must be registered and majority owned by Nunavut residents, with their head office located in Nunavut.
- Non-profit Production Companies must be registered with the majority of voting members residing in Nunavut, and the head office must be in Nunavut.
- Individual Producers applying must be residents of Nunavut, with a minimum of one-year experience producing or demonstrate the ability to complete necessary tasks as a new producer, and have a commitment to working professionally in the industry.
- Eligible projects include screen-based media in early or later phases of drafting, design, and preproduction, with priority given to projects intended for production in Nunavut.
- Applicants must own 100% of the copyright to the project, or have the rights to adapt and acquire copyright ownership (with exceptions for co-productions), and own or have access to respective digital media rights, through co-production agreement or license.
- Ineligible projects include those related to news, weather reports, talk shows, sports, award shows, fundraising, pornography, advertising, or primarily industrial, corporate, or institutional projects, among others.
Who is not eligible
This grant does not support certain types of projects, excluding them from eligibility. Applicants whose primary focus aligns with the activities ineligible for funding will not qualify for this grant.

- Organizations focused on market reports or weather programming.
- Businesses primarily producing talk shows, sports events, or activities.
- Entities creating gala presentations or award shows.
- Companies that solicit funds or are linked to pornography.
- Corporate or institutional-focused production companies.
- Industries mainly producing advertising, commercials, or stock footage-heavy projects.
- Entities involved in creating digital media games for video arcades.
Eligible expenses
The Creative Content Development Fund covers specific eligible expenses related to the development of film, television, and digital media projects.
- Rights acquisition.
- Research (fees and materials).
- Script editing (must be third party/arm’s length).
- Writing and applicable fringes.
- Consultation (must be third party/arm’s length).
- Script breakdown, scheduling, and preliminary budget preparation.
- Pre-production (location scouting, casting, packaging, storyboards).
- Interviewing or demo taping costs (equipment rental, fees, recording discs or tape stock).
- Airfare (based on economy rates only) and reasonable accommodation/per diem.
- Labour and personnel for digital media (creative and technical leads, interactive writers, production manager, webmaster, systems integrator).
- Equipment and supplies for digital media.
Additionally, recipients may allocate 30% of the total eligible base costs towards producer fees and administrative overhead.

Additional information
Here are additional relevant details for this grant:
- An initial advance of 75% of the grant will be paid upon the execution of a Contribution Agreement with Nunavut Film.
- A final advance of 25% will be paid upon receipt and acceptance of specific deliverables, including a copy of the content created and a final accounting of costs and the corresponding financing structure.
- Receipts may be requested for the final accounting process.
- An Economic Impact Report is required to be submitted upon completion of the project.
