The Municipal Level Crossings Assistance Program (PAPNM) offers funding of up to $750,000 to municipalities and regional county municipalities (MRCs) responsible for unorganized territories in Quebec to reduce risks at level crossings. Documents Needed
- Completed PES form, including the crossing description, detailed project description, cost estimate, and work schedule; for closure projects, it must also include the location, traffic characteristics, safety danger, alternative solutions, and any other necessary information.
- Municipal resolution conforming to the volet 2 model; for closure projects, a municipal resolution renouncing the right of way.
- Detailed safety study for a provincial safety improvement project.
- OTC order, if one exists, or an agreement establishing cost sharing with the railway company.
- Photos of the crossing before the work.

- Municipalities and regional county municipalities (MRCs) responsible for TNOs, when a level crossing is located on the roads they are responsible for.
Who is not eligible
- Railway companies and all other private entities.
- Municipalities and regional county municipalities (MRCs) responsible for TNOs that do not have a level crossing on the roads they are responsible for.
Eligible expenses
- Costs of all works carried out to improve safety at level crossings built at least three years ago, including materials, equipment acquisition and rental, transport of personnel, materials and machinery, installation, insurance, salaries and social contributions, travel and subsistence within Quebec, road geometry improvements, safety, technical and environmental studies, plans and specifications, fees, site supervision, verification, and evaluation.
Ineligible Costs and Activities
- For safety improvement projects, any expense engaged before the date of submission of the completed application.
- Sales taxes applied to eligible expenses.
- Expenses reimbursed by other federal laws or funding programs.
- Expenses without supporting documents or expenses deemed inadequate by the Minister.
- Expenses related to purchases or services from an enterprise listed in the Registre des entreprises non admissibles aux contrats publics, including its listed subcontractors.

Selection criteria
- Volet 2 projects have priority over volet 3 projects when the annual budget is limited.
- Safety improvement projects at provincial crossings are assessed based on reduced visibility, curved or angular approaches and nearby intersections, accident history, road and rail traffic frequency and speed, multiple tracks, and the age of the crossing and installations.
- Funding for safety improvement projects is based on risk assessment, the safety issues involved, and the potential to reduce accident risk, injuries, deaths, and property damage.
- Closure projects at provincial public crossings are assessed based on whether the crossing presents a safety problem, whether closure redirects users to a safer adjacent crossing, and whether it avoids intrusion or new safety problems elsewhere.
- When several closures occur in the same year, priority is based on exposure, train and road vehicle speeds, multiple tracks, extremely reduced visibility, nearby curved or angular approaches or intersections, and accident history.
How to apply
- Fill out the PES form on the Government of Quebec website.
- Attach all required documents.
- Submit the application and all required documents by the deadline set in the call for projects and posted on the Government of Quebec website.
Processing and Agreement
- The Ministry checks that the file is complete, understandable, and based on exact data, and the applicant must correct any deficiencies within the time allowed.
- For provincial safety improvement projects, the Minister carries out an analysis and issues an opinion on the elements to be financed.
- If a closure project is approved, the municipality must sign an agreement confirming the cession of its right of passage and commitment to all closure terms.
- For safety improvement and closure projects, the first payment equals 50% after the commitment is signed, and the balance is paid after the work is completed and the invoices and payment proofs are verified.
