Who is eligible?
- Municipalities with a grade crossing on their territory on a road transferred since 1 April 1993.
- MRCs responsible for territories not organized with a grade crossing on their territory on a road transferred since 1 April 1993.
Who is not eligible
- All other municipalities and MRCs responsible for territories not organized.
Eligible expenses
- Monthly costs, from January to December inclusive, related to work on automatic warning devices at grade crossings.
- Labour costs for signal maintenance agents.
- Labour costs for teams assigned to the track and roadway.
- Costs of materials and vehicle use, including railway equipment.
Ineligible Costs and Activities
- Sales taxes applied to eligible expenses.
- Maintenance of the sight line and pavement marking.
- Maintenance of grade crossing surfacing.
- Expenses without supporting documents.
- Expenses from businesses registered in the Registre des entreprises non admissibles aux contrats publics, including their registered subcontractors.

- No application is required for Component 1.
Processing and Agreement
- Municipalities transmit invoices by email to PAPNM@transports.gouv.qc.ca.
- The Ministry verifies the documents using the list of grade crossings and their characteristics.
- Payment is calculated according to the cost-sharing set in OTC orders or agreements.
