Overview

Aid Program for Municipal Grade Crossings Component 1 supports municipalities and MRCs responsible for territories not organized in Quebec, covering 25% to 100% of eligible signalling maintenance expenses to reduce accident risks. Who is eligible?

  • Municipalities with a grade crossing on their territory on a road transferred since 1 April 1993.
  • MRCs responsible for territories not organized with a grade crossing on their territory on a road transferred since 1 April 1993.

Who is not eligible

  • All other municipalities and MRCs responsible for territories not organized.

Eligible expenses

  • Monthly costs, from January to December inclusive, related to work on automatic warning devices at grade crossings.
  • Labour costs for signal maintenance agents.
  • Labour costs for teams assigned to the track and roadway.
  • Costs of materials and vehicle use, including railway equipment.

Ineligible Costs and Activities

  • Sales taxes applied to eligible expenses.
  • Maintenance of the sight line and pavement marking.
  • Maintenance of grade crossing surfacing.
  • Expenses without supporting documents.
  • Expenses from businesses registered in the Registre des entreprises non admissibles aux contrats publics, including their registered subcontractors.

How to apply

  • No application is required for Component 1.

Processing and Agreement

  • Municipalities transmit invoices by email to PAPNM@transports.gouv.qc.ca.
  • The Ministry verifies the documents using the list of grade crossings and their characteristics.
  • Payment is calculated according to the cost-sharing set in OTC orders or agreements.
