Who is eligible?
- Municipalities.
- Regional county municipalities (MRCs) responsible for unorganized territories (TNOs).
Who is not eligible
- Railway companies.
- All other private entities.
Eligible expenses
- Costs of all work carried out to repair or reconstruct the crossing surface at public level crossings built three years ago or more.
- Materials, equipment acquisition and rental, transport of personnel, materials and machinery, and installation of equipment.
- Project insurance; salaries and social charges for professionals, technical staff, consultants, and contractors working directly on the project; travel and subsistence within Quebec.
- Plans, signal plans, safety, technical and environmental studies, plans and specifications, fees, site supervision, verification, and evaluation.
Ineligible Costs and Activities
- Expenses incurred before the application date.
- Sales taxes applied to eligible expenses.
- Maintenance of the crossing surface, current maintenance of infrastructures, maintenance of the line of sight, and road maintenance, including routine and preventive maintenance of the local road network eligible under PAVL.
- Expenses reimbursed through other funding sources under federal laws or funding programs.
- Expenses without supporting documents or involving goods or services from a company registered in RENA, including its subcontractors.

Selection criteria
- Project relevance to the stream objective and response to the identified problem.
- Projects in municipalities with fewer than 10,000 inhabitants and MRCs responsible for TNOs, when the project is on a road under their responsibility.
- Projects at level crossings on roads transferred since 1 April 1993 and under the applicant’s responsibility.
- Projects in municipalities in a census agglomeration formed around a core of at least 10,000 inhabitants, when the project is on a road under their responsibility.
- Projects in municipalities in a census metropolitan region with a total population of at least 100,000 around a core of at least 50,000 inhabitants, when the project is on a road under their responsibility.
How to apply
- Complete the PES form available on the Government of Quebec website.
- Attach all required documents.
- Submit the application and all required documents by the deadline set in the call for projects and shown on the Government of Quebec website.
Processing and Agreement
- The file must be complete, understandable, and based on exact data; otherwise, the applicant must correct the deficiencies within the time allowed by the Ministry.
- After review, the Ministry issues an opinion identifying which projects will be financed for crossing surface repair.
- To receive assistance under Stream 3, the beneficiary must first sign a commitment covering the program conditions and related obligations.
- The second payment is made after the work is completed and after invoices, proof of payment, and, if applicable, the work itself are verified.
- If a Stream 3 project extends beyond 31 March, the beneficiary must submit by 31 January an annual progress report plus estimates of expenses incurred and future expenses.
