Financing terms and conditions
- INSAT contribution capped at 36% of total eligible expenditures for the project.
- Eligible expenditures include direct labour, materials, sub-contractors, equipment, and travel, following Canadian Treasury Board guidance.
- Supported overhead costs are 55% of gross salaries, up to 30% of total eligible expenses within each year.
- Foreign services are covered up to 10% of total eligible expenses for each project partner.
- Other funding sources must be identified and detailed to determine total project expenditures.
- Financial commitment from each partner should reflect the total expenditures and adhere to project budget requirements.

- Discussion and preparation of the idea and application with the assistance of an INSAT Project Manager.
- Undergoing evaluation by the INSAT Project Evaluation Committee.
- Receiving feedback and making necessary amendments based on recommendations by the Board of Directors.
- Completing ISED's verification process to mitigate any potential risks to the Crown.
- Negotiating and finalizing the Contribution Agreement, including IP arrangements among partners.
- Commencing the project upon agreement and contract signing.

- Construction and land-related expenses.
