Who is eligible?
- Not-for-profit organizations.
- Housing developers and property owners, for eligible municipal streams.
- Developers of affordable, rental, multi-unit, or ADU housing.
Who is not eligible
- Commercial enterprises, i.e. for-profit.
Eligible expenses
- Capital costs of providing affordable residential rental housing units.
Ineligible Costs and Activities
- For-profit construction of Affordable Units or Market Units, except as specified in Section 4.2.
- Operating expenses, including employee wages and debt payments.

- The geographic boundary of the City of Thunder Bay.

How to apply
- Step 1: Submit the pre-application form by email.
- Send the pre-application form to the program email address.
- Step 2: Wait for eligibility review.
- A coordinator reviews the pre-application.
- You receive a response within two business days.
- Step 3: Complete the full application.
- If eligible, you receive the full application form by email.
- Fill out the form and send it back by email.
- Step 4: Application review and decision.
- The application is checked for accuracy and completeness.
- The application is evaluated and a funding decision is made.
Processing and Agreement
- Applications must be complete, meet the Program Eligibility Criteria, and have all supporting documentation to be considered for funding.
- Applications will be screened by Development Services staff for basic eligibility as they are received.
- The Funding Review Team evaluates all applications against the Evaluation Criteria included in the Affordable Rental Housing Funding Program policy.
- The Funding Review Team will recommend to the Commissioner a recommended disbursement of available monies to Applicants based on scoring.
- The Commissioner - Growth reviews and approves the funding recommendation made by the Funding Review Team.
