- Applicants approved in the 2023 application window are not eligible for the additional $400 million announced in the 2024 Federal Budget.

Selection criteria
- Applications are evaluated and scored.
- Only the five main initiatives in the Large Cities and Urban Communities stream or the seven main initiatives in the Small, Rural, Northern and Indigenous Communities stream are used for prioritization.
- The initiative score has a maximum of 20 points each.
How to apply
- Complete the Excel application form and upload it as an attachment in the portal.
- Create an account and profile.
- Access your second-cycle HAF application.
- Provide project details and evaluation information.
- Complete the initiatives section, including removing or modifying existing initiatives and adding a new initiative.
- Add attachments and submit the application.
Processing and Agreement
- Present periodic reports to CMHC in the prescribed form and within the prescribed timelines.
- Approved communities receive an upfront advance to begin implementing their action plan after the contribution agreement is signed.
- Subsequent payments are made annually for 3 years, subject to program conditions being met, including satisfactory progress reviews.

- The current action plan must be updated for the second cycle.
- For the second cycle, the application is assigned to the designated contact from the first cycle unless otherwise indicated.
