Housing Accelerator Fund: Large/Urban Stream

Eligibility

Who is eligible?

  • Local governments in Canada
  • Governments of First Nations, Métis and Inuit communities with delegated planning and land-use approval powers
  • Regional districts, provinces, or territories with land-use planning and approval authority where there is no municipal administration

Who is not eligible

  • Applicants approved in the 2023 application window are not eligible for the additional $400 million announced in the 2024 Federal Budget.

Eligible expenses

  • Housing Accelerator Fund action plan initiatives approved by CMHC
  • Affordable housing construction, repair or modernization, and land or building acquisition
  • Housing-related infrastructure, including water, wastewater, solid waste, transit, energy systems, disaster mitigation, brownfield redevelopment, broadband, capacity building, and site preparation
  • Community infrastructure supporting housing, including local roads and bridges, sidewalks, lighting, bike lanes, fire halls, landscaping, and green space

Ineligible Costs and Activities

  • The program does not directly finance specific housing projects.
  • The program does not reimburse developers for certain costs incurred.

Selection criteria

  • Applications are evaluated and scored.
  • Only the five main initiatives in the Large Cities and Urban Communities stream or the seven main initiatives in the Small, Rural, Northern and Indigenous Communities stream are used for prioritization.
  • The initiative score has a maximum of 20 points each.

How to apply

  • Complete the Housing Accelerator Fund application form in Excel before moving to the CMHC portal.
  • Access the CMHC portal and open the second-cycle application.
  • Update the action plan and provide the required project details and evaluation responses in the portal.
  • Complete the initiatives section and upload attachments.
  • Submit the modified application through the CMHC portal.

Processing and Agreement

  • If selected, the action plan becomes part of the contribution agreement.
  • The plan of action must be approved by the elected council or equivalent before the contribution agreement is signed.
  • The applicant must provide a declaration and warranty confirming authority, expertise, capacity, and resources to implement the chosen initiatives.
  • Reports to CMHC must be submitted in the prescribed form and within the prescribed timelines.
  • If additional funding becomes available, CMHC may allow selected applicants to propose additional initiatives and increase their housing supply growth target.

  • Applications for the second cycle require a modified application.
  • The current action plan must be updated for the second cycle.
  • For the second cycle, the application is assigned to the designated contact from the first cycle unless otherwise indicated.
