Overview

The Homelessness Services Grants provide up to $3,000 in funding to Vancouver-based non-profit organizations for projects or events that directly benefit individuals experiencing homelessness, raise community awareness, and reduce stigma. Eligible activities include hosting initiatives that support at-risk populations and foster community understanding of homelessness within Vancouver.

Financing terms and conditions

  • Maximum grant amount per project is $3,000.
  • Funds must be spent within one year of City Council approval.
  • Grant payments are released following Council approval and completion of a grant approval letter, generally within 30 days.
  • A Final Evaluation Report must be submitted within one month of project completion to comply with funding requirements.

Eligibility

  • The applicant must be a registered British Columbia non-profit society, a Canada Revenue Agency registered charity, or a First Nations Band based in Vancouver, in good standing.
  • The applicant must have a proven track record of delivering projects, services, or hosting events.
  • The proposed project or event must take place in the City of Vancouver and serve populations within Vancouver.
  • The project must be designed to directly benefit people experiencing homelessness, those who have recently experienced homelessness, or those at risk of homelessness.

Who is eligible?

  • Registered British Columbia non-profit societies based in Vancouver
  • Canada Revenue Agency registered charities based in Vancouver
  • First Nations Bands based in Vancouver

Who is not eligible

  • Organizations that are not registered British Columbia non-profit societies, Canada Revenue Agency registered charities, or First Nations Bands based in Vancouver.
  • Companies or groups whose projects take place outside of Vancouver or are coordinated by organizations not based in Vancouver.
  • Entities proposing ongoing operations, staff salaries, or regular/existing programming as their main activity.
  • Projects whose main focus does not directly benefit people experiencing homelessness or address the reduction of stigma around homelessness in Vancouver.

Eligible expenses

  • Honoraria for individuals with lived experience or expertise related to homelessness, when directly tied to the funded project.

Eligible geographic areas

  • Organizations based in the City of Vancouver, British Columbia.

Selection criteria

  • Demonstration of the project’s impact on people experiencing homelessness, at risk of homelessness, or with lived experience of homelessness in Vancouver.
  • Strength of partnerships or ability to leverage new collaborations through the project.
  • Clarity in identifying and targeting specific groups, such as youth, seniors, women, or urban Indigenous populations.
  • Degree of innovation in providing solutions to homelessness or fostering dialogue and engagement with communities less familiar with homelessness issues.
  • Achievability of deliverables, outcomes, and reasonableness of the proposed budget.

Verify eligibility

  • Confirm your organization is a registered BC non-profit, registered charity, or First Nations Band based in Vancouver, in good standing
  • Ensure you have a track record in delivering relevant projects or services
  • Prepare a project or event that directly benefits people experiencing or at risk of homelessness in Vancouver

Consult the program guide

  • Download and review the 2025 Homelessness Services Grants Information Guide
  • Read objectives, criteria, and required documentation expected by the grant program

Prepare application documents

  • Prepare all required application materials including project proposal and budget
  • Ensure responses are complete for all application questions
  • Collect supporting documents as specified by the guide

Access VanApply and create profile

  • Access VanApply, the City of Vancouver’s online grant management system
  • Create your organization profile if not already done
  • Select the Homelessness Services Grants program

Complete and sign application form

  • Complete the online grant application form on VanApply
  • Upload all required and supporting documents
  • Provide all digital signatures as requested

Submit application online

  • Submit your entire application package via VanApply before the deadline of April 3, 2025 at 4:30pm
  • Ensure all sections are completed or application will not be considered

Await decision and notification

  • Wait for assessment and recommendation from City of Vancouver staff
  • City Council will review and approve grants
  • Notification of grant decisions expected after Council meeting in June 2025

Additional information

  • First-time applicants or those with new projects are encouraged to contact staff at least two weeks before the application deadline to assess eligibility.
  • A limited number of grants are awarded each year.
  • Previous recipients must have submitted a Final Evaluation Report for prior projects to remain eligible for future funding.
  • Printed and emailed applications are no longer accepted; all must be submitted through the online portal VanApply.
