- Conservation authorities as primary applicants
- Privately owned water system owners

- Eligible project costs incurred after April 1, 2024
- Pre-construction planning, design, and engineering tied to a capital project
- Duty to Consult and Environmental Assessment costs
- Construction and related capital works after approval
- Restoration costs for existing assets affected by the project
