Eligibility

Who is eligible?

  • Ontario municipalities
  • Ontario First Nations band councils
  • Upper-tier and lower-tier municipalities that own and operate the asset

Who is not eligible

  • Conservation authorities as primary applicants
  • Privately owned water system owners

Eligible expenses

  • Eligible project costs incurred after April 1, 2024
  • Pre-construction planning, design, and engineering tied to a capital project
  • Duty to Consult and Environmental Assessment costs
  • Construction and related capital works after approval
  • Restoration costs for existing assets affected by the project

How to apply

  • Step 1: Register or log in to Transfer Payment Ontario (TPON)
    • Access the online grant portal.
    • Review your organization contact details.
  • Step 2: Complete the application package
    • Fill out the MHIP-HSWS application form.
    • Complete the Technical Appendix and Duty to Consult questionnaire.
    • Prepare supporting documents and the KML project map.
  • Step 3: Submit online through TPON
    • Upload the completed form and all supporting documents.
    • Submit before the deadline.
    • Scanned forms are not accepted.
  • Step 4: Receive acknowledgement
    • Watch for the automated receipt email and file number.
    • Contact the program team if no confirmation is received.
  • Step 5: Review, approval, and agreement
    • The Province evaluates the application.
    • If approved, a project-specific Transfer Payment Agreement is issued for signature.
