- Municipalities that own road and bridge assets
- Lower-tier, upper-tier, and single-tier municipalities
Who is not eligible
- Municipalities with New Deal agreements in place
- Privately owned assets
- Standalone Indigenous projects
Eligible expenses
- Site servicing costs related to the asset, including utility relocation, and land and environmental assessments
- Environmental assessment, design/engineering, and project management costs
- Materials and construction costs, including sidewalks and active transportation facilities
- Contingency costs up to 25%
- Costs related to Duty-to-Consult requirements

- Application preparation costs
- Land acquisition
- Projects that have already started construction
- Operational costs, maintenance, financing charges, and loan interest
- Costs for cancelled projects, donated/in-kind goods and services, and taxes such as GST/HST/PST
