Eligibility
Who is eligible?
- Municipalities in Quebec with 50 000 inhabitants or fewer, owners of at least one high-capacity dam.
- A municipality of 50 000 inhabitants or fewer that acquires a dam during the program period may also submit an application as the new legal owner.
- Only municipal clients are eligible for the component 3.
Eligible expenses
- Professional fees related to the preparation of plans and specifications, any additional required studies or surveys, supervision of the work, and quality control, including applicable net taxes.
- Materials, machinery, and labor required to carry out the corrective work, including applicable net taxes.
Ineligible Costs and Activities
- Construction work for a new dam.
- Work covered performed by companies listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
- Expenses related to a safety assessment study carried out under section 49.1 of the RSB.
- Salaries and employee benefits, overhead, as well as the owner's operating or administrative expenses.
- Acquisition of land or the dam, routine maintenance, advertising or promotion, submission of reports or documents, fines, late fees, and expenses otherwise reimbursable.

- Reliability of the outlet works.
- Quintile of the Economic Vitality Index (EVI) of the Institut de la statistique du Québec.
- Index of net charges on the municipality's standardized property wealth; the number of dams owned by the owner may also be considered.
How to apply
- Submit by email to the program unit the duly completed and signed Municipal eligibility verification request form, signed by the representative authorized by municipal resolution, together with the work authorization and the municipal resolution in the proposed template.
- After the ministry's invitation, send by email the duly completed and signed Municipal eligible expenses reimbursement request form, accompanied by the requested supporting documents and details of eligible expenses.
Processing and Agreement
- Eligibility applications are evaluated at each deadline.
- The number of applications accepted may be limited to stay within the budget envelope; eligible applications not processed may be reassessed in the following fiscal year.
- If the application is deemed eligible, a letter of commitment from the minister is sent and indicates the potential maximum amount.
- For the components 2 and 3, if the project is not completed, a draft agreement is sent; it must be signed by the municipality and the minister.
- Once the project is completed and proof of compliance with legal obligations has been received, the ministry invites the applicant to submit the reimbursement request; assistance is paid after review of the supporting documents.
