- Certificate of compliance for the completion of corrective work signed by an engineer, when the work has already been completed and paid for.
Eligibility
Who is eligible?
- Municipalities in Quebec with 50 000 inhabitants or fewer, owners of at least one high-capacity dam.
- Individuals who own at least one high-capacity dam.
- Eligible private owners, including non-profit riverfront organizations and associations.
Who is not eligible
- Any dam owner who, during the two years preceding the application, failed to meet their obligations after formal notice in connection with financial assistance from MELCCFP.
- Any private owner listed in the Registry of Enterprises Ineligible for Public Contracts (RENA).
- Any for-profit business or group of businesses.
- Any private owner in a situation of insolvency, bankruptcy, liquidation or dissolution.
- Ministries, public bodies and public enterprises.
Eligible expenses
- Professional fees, including the related net taxes, for the design of plans and specifications, any other additional studies or surveys required, supervision of the work and quality control.
- Expenses, including the related net taxes, linked to materials, machinery and labour required to carry out the corrective work.
Ineligible Costs and Activities
- Construction of a new dam.
- Safety assessment study carried out under section 49.1 of the RSB.
- Work covered carried out by companies listed in the Registry of Enterprises Ineligible for Public Contracts (RENA).
- Expenses paid before the 1April 2018 for a municipal dam or before the 1April 2024 for a private dam.
- Expenses related to services normally provided by the owner, salaries and administrative costs, acquisition of the dam or the land, routine maintenance, advertising, reports, fines and any expense not directly related to the completion of the ESA or the corrective work.

Selection criteria
- For a municipal application: rupture consequence level, dam condition, reliability of spillway structures, EVI quintile and the net burden index on the municipality’s standardized property wealth.
- For a private owner application: rupture consequence level, dam condition, reliability of spillway structures and the EVI quintile of the municipality where the dam is located.
- The number of dams owned by the owner may also be considered.
How to apply
- The municipality emails the program unit the duly completed and signed eligibility verification application form_Municipalité signed by the representative mandated by municipal resolution.
- The private owner emails the program unit the duly completed and signed eligibility verification application form_Privé.
- The application is accompanied by the documents confirming, depending on the stream, approval of the corrective work description and the work authorization, as well as the municipal resolution, if applicable.
- Once the project is completed, the applicant emails the eligible expenses reimbursement claim form with the requested supporting documents.
Processing and Agreement
- When an eligibility verification application is found eligible, a letter of commitment from the Minister is sent to the applicant.
- If the project is not completed at the time of submission, a draft agreement is sent by email to the dam owner applicant.
- The agreement sets out the corrective work, eligible expenses, planned dates and payment terms and conditions; it must be signed by the applicant and the Minister.
- Once the project is completed, the program unit invites the applicant to submit a claim for reimbursement of eligible expenses with the requested supporting documents.
- Payment is made after acceptance and review of the supporting documents, in a single instalment at the end of the project.
