Eligibility
Who is eligible?
- Municipalities in Quebec with 50 000 inhabitants or fewer
- Individuals who own at least one high-capacity dam
- Eligible legal entities, limited to nonprofit organizations and riverside associations
Who is not eligible
- Any dam owner who has failed to meet their obligations during the two years preceding the application, following a formal notice related to financial assistance from MELCCFP
- Any private owner listed in the Register of Enterprises Ineligible for Public Contracts (RENA)
- Any for-profit company or group of companies
- Any private owner who is insolvent, bankrupt, in liquidation or dissolution, or who does not meet the high integrity requirements
- Ministries, public bodies and public companies
Eligible expenses
- Professional fees related to the completion of the complete and compliant EES, including the preparation or review of the retained water management plan and the emergency measures plan when required
- Expenses related to materials, machinery and labor for geotechnical surveys, additional drilling or other work required for the EES
Ineligible Costs and Activities
- Expenses related to a previous PAFMAN application for which financial assistance has already been awarded
- Expenses paid before the 1April 2018 for a municipal dam, or before the 1April 2024 for a private dam, as well as unpaid commitments or commitments without proof of payment
- Expenses incurred for a dam safety evaluation study under article 49.1 of the RSB
- Application processing fees, annual fees arising from the LSB, and costs related to obtaining other authorizations, compensations or mitigation measures
- Salaries and benefits for staff, overhead and administrative expenses, acquisition of the dam or land, routine maintenance, advertising, report or document fees, fines and late fees

How to apply
- Submit by email to the program unit the corresponding eligibility verification application form, duly completed and signed, along with the documents required according to the type of dam.
Processing and Agreement
- Each eligible application is reviewed on the deadline date and some may be deferred to the next fiscal year if the current budget is insufficient.
- When an application is deemed eligible, a ministerial commitment letter is sent to the applicant with the maximum amount of financial assistance.
- The ministry then invites the applicant by email to submit their reimbursement request for eligible expenses with the requested supporting documents.
- Financial assistance is paid in a single installment at the end of the project, after acceptance and review of the supporting documents.
