The program is designed to assist eligible commercial establishments operating in designated zones undergoing major public works that cause substantial disruption to local traffic and commerce.
Financing terms and conditions
- Non-repayable financial contribution up to $30,000 per business per year.
- For work conducted before 2024: intermediate payment of $5,000 upon application submission.
- For work conducted from 2024 onward: intermediate payment of $7,500 upon application submission and project commencement.
- Full grant (up to $22,500) awarded based on a gross profit loss exceeding 5% for eligible businesses in the designated work sector.
- For businesses in the area of influence, full grant (up to $30,000) based on a gross profit loss exceeding 5%.

Eligibility
- The business must have an establishment located within a designated territory affected by major municipal infrastructure works.
- The establishment must be engaged in an eligible commercial activity as specified by the applicable regulations.
- The business must be compliant with current laws and regulations.
- The business must not be under bankruptcy protection or insolvency proceedings at the time of application and up to 40 days after submission.

- Businesses operating within a designated area affected by major municipal infrastructure work in Quebec City
- Businesses carrying out an eligible commercial activity as defined by the applicable regulation
Who is not eligible
- Businesses that have ceased operations or are bankrupt at the time of application and up to 40 days following the application submission.
- Companies not discharged from a bankruptcy judgment.
- Businesses that relocate outside a designated eligible area after the adoption of the executive order establishing the territory.
- Companies based inside a shopping mall with access to another public road not affected by the major infrastructure work.
- Businesses listed on the Register of Enterprises Ineligible for Public Contracts (Registre des entreprises non admissibles aux contrats publics).
- Companies that, in the two years prior to the application, failed to meet their obligations regarding a previous City of Québec subsidy after being formally notified.
- Businesses engaged in activities considered discriminatory, controversial, or at risk for negative public image for the City of Québec.

- Loss of gross profit directly attributable to major infrastructure works causing a significant decrease in business activity.

- Businesses located within designated sectors of the City of Québec experiencing major municipal infrastructure work.

How to apply

- Confirm that the project is conducted by the City of Québec, not by provincial government or utilities

Gather required documentation
- Gather the required business information from the Registre des entreprises du Québec
- Obtain documents proving authority for anyone acting on behalf of the business, if applicable
- Obtain a copy of the lease if you are a tenant in the eligible area
- Collect documents that prove your primary business activity (e.g., advertisements, invoices, authorization certificates)

Submit intermediate payment application
- Complete the Intermediate Payment Form for 7,500 $ (or 5,000 $ for works before 2024)
- Attach the gathered supporting documents
- Submit your application as soon as the eligible works begin

Prepare complete grant application
- Complete the Full Grant Application Form
- Fill in the calculation grids in Annexes I, II, or III of the form
- Provide financial statements for the eligible fiscal year and the previous years as comparables
- If unavailable, supply tax returns that establish eligible expenses
- Include any available tax assessments for the considered fiscal years

Submit full grant application
- Submit the completed full grant application and all required supporting documents
