Who is eligible?

• Businesses located in a territory affected by major infrastructure works in Quebec City.
• Organizations representing at least 15 eligible businesses on a commercial street or in a commercial sector affected by TramCité-related works.

Who is not eligible

• Businesses or organizations that have ceased operations or are bankrupt at the time of application.
• Businesses that move outside the designated territory after the applicable order is adopted.
• Businesses located in a shopping center with access to another public road.
• Businesses or organizations listed in the Register of Enterprises Ineligible for Public Contracts.

Eligible expenses

• Loss of gross profit directly attributable to major infrastructure works causing a significant decrease in business activity.

Eligible geographic areas

• Quebec City

• Justification of a gross profit loss greater than 5%, demonstrated by financial statements or tax returns.
• Completeness and accuracy of the documents required when submitting the application, including duly filled forms and appendices.
• Clear comparison of gross profit before and during the works according to the method specified in the application form.

• Step 1: Identify Applicable Program and Territory
  • Consult the list of eligible sectors and timelines to determine if your business is located within a designated area affected by major infrastructure projects.
  • Verify the specific program (e.g., R.V.Q. 2871, 3305, 1669) and deadline applicable to your sector.
• Step 2: Gather Required Documentation
  • Obtain the correct application form for the type of assistance requested (Intermediate Payment or Full Grant).
  • Prepare a document confirming the mandate for any representative submitting on behalf of the business, if applicable.
  • Provide the business information listing from the Registre des entreprises du Québec.
  • If leasing, include a copy of your lease agreement to prove tenancy within the designated area.
  • Gather proof detailing the main commercial activity conducted at your business location (e.g., advertisements, invoices, certificates of authorization).
  • For full grant applications, complete the financial loss calculation grids (Annex I, II, or III of the application form).
  • Provide financial statements for all relevant fiscal years and/or tax declarations as required.
  • Include tax assessment notices if available.
• Step 3: Complete the Application Form
  • Accurately fill out the required pages and annexes of the chosen form (Intermediate Payment or Full Grant).

• The program was modified in 2024, so applicants should consult the edition of the program corresponding to their territory.

• If an establishment initially eligible moves outside the designated territory after the executive committee adopts the applicable order, it becomes ineligible.
• Applicants who provide false or incomplete information will lose eligibility and must repay any granted subsidy.
