Activities funded

  • Development of bilingual service delivery models, including action plans, policy development, pilot projects in organizations and businesses, feeder projects, and mechanisms that can be exported to other organizations.

  • Assessment of the situation in the area concerned, with the facts that led to the application and the rationale for the proposed approach.
  • Document describing the links with the objectives of the Promotion of Bilingual Services subcomponent.
  • Description of proposed programming, services, activities or projects, expected results and performance indicators, implementation schedule, and budget breakdown.
  • Copy of the organization’s documents of incorporation or application for incorporation if in progress, articles and by-laws, most recent financial statements if available, and a letter confirming the commitment to provide information on results.

Eligibility

Who is eligible?

  • A Canadian non-profit organization, duly registered.
  • An association.
  • An institution.

Who is not eligible

  • Individuals.
  • Government organizations.

Eligible expenses

  • Project-related cash expenses.
  • All costs to carry out activities linked to the promotion of bilingual services.

Ineligible Costs and Activities

  • Expenses related to international activities.
  • Expenses incurred before the application is received.

Selection criteria

  • The project must be consistent with the objectives of the Promotion of Bilingual Services subcomponent, and the organization’s continued commitment to the promotion of bilingual services in Canada must be demonstrated.
  • The proposed activities must be relevant to the situation described, and development of service delivery models that can be exported between organizations is a priority.
  • Projected outcomes must have a lasting effect, and the proposed performance measurements must be relevant.
  • The applicant organization must have the capacity to successfully carry out the activities, with support from a variety of quality partners and various funding sources.
  • The budget must be proportional to the proposed activities; funding decisions are based on the number and quality of applications received for each application deadline, and compliance with conditions of a previously funded project will be considered and could result in rejection.

How to apply

  • Read these Application Guidelines in their entirety before completing your application.
  • Contact us to request a Letter of Intent form.
  • Complete and submit the Letter of Intent form by email to dglo-olsp@pch.gc.ca, and include the name of your organization and the name of the project in the subject line.
  • If your project proposal is retained, complete and sign the Application form – Official Languages Support Programs, select the Promotion of Bilingual Services subcomponent from the drop-down list, affix the date, and attach all required supporting elements.
  • Only organizations whose project proposals are retained will be invited to present a complete funding application, which must be submitted by email to dglo-olsp@pch.gc.ca.
  • When an application deadline is identified, the email must be sent no later than 4:00 p.m. Eastern Time (ET) on the date of the application deadline.

Processing and Agreement

  • The program acknowledges receipt of the Letter of Intent form within 10 business days after reception.
  • If no acknowledgement is received within 10 business days, the applicant must contact the program.
  • The program contacts applicants within 20 business days of receiving the Letter of Intent form to inform them of the first-step evaluation result.
  • Incomplete applications will be rejected.
  • Only organizations whose project proposals are retained are invited to submit a complete funding application.
  • The program acknowledges receipt of the funding application within two weeks of receiving it.

Additional information

  • Projects over 12 months are allowed.
  • Applicants must demonstrate the need for multi-year funding and capacity to complete the project.
  • Applications may require progress reports and a verified financial report for contributions of $250,000 or more.
  • Funding decisions are final.
