- Projects only for beautification, lobbying, advocacy, fundraising, or recreational purposes
- Studies, research, monitoring, land acquisition, vehicle purchase, and capital assets over $10,000

Processing and Agreement
- Applications are reviewed in three stages: administrative, technical, and final review.
- Applicants are notified in writing of the decision.
- Approved projects must negotiate a Contribution Agreement.
- Reports are required throughout the project.
- Final payment is released after the final report is submitted, reviewed, and approved.
