DFA Non-Profit rules updated
The Active DFA Programs page now shows the 2026 June Heavy Rains program with a Program Announcement Date of June 11, 2026, a Deadline to request DFA of September 9, 2026, and a Deadline to submit invoices and event related expenses of June 11, 2027. The same update adds a new Apply for DFA portal and downloadable application form, while the Insurance Declaration Form now states that an expense is not eligible if adequate insurance to cover it was available for purchase in the impacted region or community.

- Out-of-pocket expenses for goods and services necessitated by a natural disaster, for which insurance coverage is not available
- The difference between an insurance payment, settlement or compensation and the amount that would be eligible for disaster assistance, if the insurance amount is lower

Selection criteria
- DFA may be reduced or denied if the damage existed before the natural disaster.
- DFA may be reduced or denied if the applicant did not take reasonable action before, during or after the natural disaster to prevent or limit damage.
- DFA may be reduced or denied if the applicant neglected or showed indifference towards the damage after the natural disaster.
How to apply
- Download the application form and print it, call to have one mailed to you, or visit your municipal office.
- Complete all sections of the application.
- Return the completed application to Manitoba EMO by email, fax or mail.
- If you are a municipality, submit a Council Resolution and Community Impact Statement.
Processing and Agreement
- Manitoba EMO will conduct a preliminary screening after the application is submitted.
- If the preliminary screening suggests the applicant may be eligible, an onsite inspection of the land, building and/or other property may be conducted.
- The applicant agrees to permit any person designated by Manitoba EMO to enter the property, at an agreed time and date, to complete the inspection.
- Manitoba EMO may request copies of receipts, invoices and other documents regarding eligible expenses and insurance payouts or other compensation; it may also pay DFA in multiple installments, and joint owners or co-tenants will receive cheques in both names unless both parties instruct Manitoba EMO in writing.
- The applicant must immediately advise Manitoba EMO of any additional compensation received after submitting the application; if ineligible expenses were submitted or compensation was not reported, DFA must be repaid within 30 days and interest will accrue until repaid in full.
