Eligible expenses
- Equipment and supplies that cannot be reused or added to inventory after the event, such as N95 masks or cleaning supplies for evacuation centres
- Equipment use, mobilization and hauling costs for local authorities
- Claims adjustment, claims preparation, emergency coordination and professional engineering services
- Administrative costs above regular annual operating expenses, including temporary staff or contractors hired to administer the DFA claim
- Temporary housing assistance and basic accommodation, food and other essentials beginning on the 31st day of evacuation

- Fuel and oil operating costs already included in equipment rates
- Regular staff time during regular working hours and site supervision
How to apply
- Contact your insurance provider first.
- Visit the Active DFA Programs page to review the active programs and application link.
- Submit the DFA application by the deadline.
- Return the completed application to Manitoba EMO.
Processing and Agreement
- Manitoba EMO’s contracted engineering service provider inspects sites and prepares an Individual Site Damage Report or Engineering Report.
- Once the program acceptance letter is received, the claimant may email dfa@gov.mb.ca to ask for an advance payment.
- Manitoba EMO evaluates site work based on the inspection reports.
- All disaster-related costs must be submitted by the program closure date, and interim submissions are encouraged once sites are fully repaired.
- A dedicated liaison is assigned to each local authority to answer claim questions and respond to local needs.
