DFA Farms eligibility and funding terms updated
The Agricultural claim eligibility fact sheet now shows revised farm eligibility and loss guidance, including annual gross revenues up to $15M, a $3M cap, and a deductible of $2,500 or 20%, whichever is greater. It also adds or clarifies eligible cost coverage for items such as mental health support, financial counselling, mandatory-evacuation costs, and a 30-day feed limit, alongside updated guidance on insurance and other ineligible or edge-case losses. The Insurance Declaration Form now states that an expense is not eligible if adequate overland flood insurance was available in the impacted region or community and was not purchased, and it has been reorganized into a revised 2-page applicant/broker format. The veterinary certificate was also updated from the 2022 spring flood version to a general DFA disaster template with added attestations and a claim-number field, and the Active DFA Programs link now points to a different application portal domain.

Documents Needed

- The most recent property tax bill for each affected property to confirm the property value and property ownership of all affected parcels of land and structures; the most recent complete tax filing for the farm to demonstrate gross revenue does not exceed $15M
- Farmland Owner's Authorization for claims with damage to rented land where repairs are delegated by the landowner to the tenant
- Photographs of the damage; invoices and proof of payment for event-related repairs (when required.)
- Veterinary Certificate completed and signed by you and your veterinarian for verification of livestock loss

Who is eligible?
- Farms with yearly gross revenues of less than $15M
Who is not eligible
- The DFA program does not provide assistance where insurance was available.
- A DFA applicant who could have purchased available and adequate overland flood insurance is NOT eligible to receive DFA.
- Manitoba EMO will deny DFA to any applicant who had a chance to purchase overland flood coverage on their renewal and chose not to.
Eligible expenses
- Clean up and removal of debris
- Repair and restoration of essential buildings and restoration of damaged pens and corrals
- Harvested and stored crops; livestock losses and livestock fencing
- Limited silting, field erosion cuts and cleaning of filed ditches; repairs to permanent pre-existing dikes protecting productive farmland; sudden and substantial erosion that poses a threat may be eligible
- Emergency feed purchases where access to feed has been temporarily interrupted by the disaster (maximum 30 days); evacuation of livestock like pasture rentals and boarding and transportation costs; mental health support; financial counselling; evacuation costs are eligible for registered evacuees under a mandatory evacuation order
Ineligible Costs and Activities
- Costs related to dry conditions
- Insurable losses (e.g. damaged property or items that could have been insured at the time of the disaster)
- Costs recoverable from any other government program
- Loss of income and opportunity (e.g. reduced crop yield or loss of value of livestock due to early sale); inconveniences and normal operating costs
- Upgrading existing facilities; damage that is a normal risk of trade, occupation or enterprise (e.g. losses related to drought or crops remaining on the field late in the season); inability to seed
How to apply
- You have 90 days from the announcement of a DFA program to apply to Manitoba EMO.
- Visit the Active DFA Programs page to review the active programs.
- If you have been impacted by a disaster with an approved DFA program, a link will be available on the Active DFA Programs page to submit your application.
Processing and Agreement
- All DFA applications go through an initial screening.
- If it is determined that you are not eligible for DFA, you will be notified by letter.
- If it is determined that you may be eligible for DFA, an inspection of your property may be arranged.
- Once an inspection has been completed, your claim will be evaluated in accordance with DFA policies and guidelines to determine your assistance.
- An initial payment may be issued based on losses and damages noted during the inspection and basic documentation you provided; additional payments may be issued when paid invoice of repair (or replacement) is provided.
