Eligibility

Who is eligible?

Eligible expenses

  • Construction or improvement costs for community infrastructure, including expansion, renovation, retrofit, climate adaptation, or replacement
  • Direct materials and supplies related to the project
  • Equipment or machinery directly related to or necessary for the project
  • Incremental fees paid to professional, technical personnel, consultants and contractors, plus incremental wages and benefits for individuals employed for the project
  • Costs related to meeting legal, regulatory, or government requirements, design and planning costs, and signage promoting the visibility of federal contributions

Ineligible Costs and Activities

  • Acquisition or leasing of land, buildings, or other facilities
  • Recurring operations and maintenance
  • Motorized vehicles
  • Amortization or depreciation of assets
  • Refinancing of existing debt, hospitality and entertainment, goodwill, in-kind costs, purchase of any assets for more than fair market value, and costs not incremental, reasonable, or necessary

Selection criteria

  • Projects that are shovel-ready, meaning they have secured necessary permits and other inputs and will complete construction before March 31, 2030, may be prioritized.
  • Projects that leverage greater funding from other partners, meaning more than 50% of total project costs, may be prioritized.
  • Projects that generate significant economic benefits for the community or region may be prioritized.
  • Projects that benefit Indigenous communities or are identified as a priority by local or provincial governments may be prioritized.
  • All projects will also be assessed on their economic benefits and management and fiscal capacity.

Processing and Agreement

  • Applications will be assessed as they are received and funding decisions made on an ongoing basis.
  • After submitting your application, you can check its status in our application portal.
  • Submitting an application does not guarantee funding.
  • Incomplete applications will be deemed ineligible and will not be assessed.
  • If the application is approved by PacifiCan, the applicant must enter into a contribution agreement with PacifiCan containing terms and conditions to PacifiCan’s satisfaction.

  • Recipients are also encouraged to consider climate resilience in their projects.
