Eligibility

Who is eligible?

  • Non-profit organizations (NPOs) and charities, including non-profit cooperatives.
  • Municipalities, regional authorities or public sector organizations established by provincial legislation or regulations.
  • Indigenous non-profit organizations and organizations led by Indigenous people, such as an Indigenous band and a band council.

Eligible expenses

  • Reasonable and necessary costs incurred by the eligible project for completion.
  • Construction or improvement costs, including extension, renovation, modernization, adaptation to climate change or replacement of community infrastructure.
  • Materials and supplies, and equipment or machinery directly related to the project or necessary for completion.
  • Additional fees for professional and technical staff, consultants and contractors, and additional wages and benefits for persons employed under the project.
  • Compliance costs, design and planning costs, and signage intended to promote the visibility of federal contributions.

Ineligible Costs and Activities

  • Costs that are non-essential and not directly related to the project.
  • Purchase or lease of land, buildings or other facilities.
  • Recurring operating costs and motor vehicles.
  • Refinancing of existing debt and the purchase of any asset at a price exceeding its fair market value.
  • Depreciation expenses and expenses related to goodwill.

Selection criteria

  • Projects for which construction is ready to begin, such as permits and authorizations obtained and financing secured or confirmed.
  • Projects identified as priorities by regional or local authorities.

How to apply

  • For Indigenous projects only, submit a financial assistance application.

Additional information

  • The LIS has two components: the Indigenous component and the general component.
  • The general component will be implemented by CED, both directly and through a memorandum of understanding with the Government of Quebec.
