Funding terms now include a non-repayable contribution, a minimum of $125,000 ($50,000 for Indigenous projects), funding of up to 50% of eligible costs (up to 100% for Indigenous projects), and combined government assistance allowed up to 100%.

Eligibility

Who is eligible?

  • Non-profit organizations (NPOs) and charities, including non-profit cooperatives.
  • Municipalities, regional authorities or public sector organizations established by provincial legislation or regulations.
  • Indigenous non-profit organizations and organizations led by Indigenous people, such as an Indigenous band and a band council.

Eligible expenses

  • Costs incurred by the eligible project that are deemed reasonable and necessary for the completion of the project.
  • Construction or improvement costs for community infrastructure, including extension, renovation, modernization, adaptation to climate change or replacement.
  • Materials and supplies directly related to the project, and the purchase of equipment or machinery directly related to the project or necessary for its completion.
  • Additional fees paid to professional and technical staff, consultants and contractors, and additional wages and benefits for persons employed under the project.
  • Costs associated with compliance with legal, regulatory or government requirements, design and planning costs, and signage intended to promote the visibility of federal contributions.

Ineligible Costs and Activities

  • Infrastructure primarily focused on commercial activities, such as ski centres and golf courses, as well as wharves, ports, marinas, or waterfront facilities whose primary purpose is commercial.
  • Cenotaphs, memorials, infrastructure intended for motorized sports, and major tourist attractions.
  • Infrastructure that is not open to the public, does not provide a clear public benefit, or is eligible under other streams of the Building Strong Communities Fund.
  • All non-essential costs not directly related to the project, including the acquisition or leasing of land, buildings, or other facilities, recurring operating costs, and motor vehicles.
  • The refinancing of existing debt, the purchase of an asset beyond its fair market value, amortization expenses, and traffic-related expenses.

Selection criteria

  • Projects for which construction is ready to begin, for example, permits and authorizations have been obtained, financing has been secured or confirmed, and the project will be completed and made available to the public as part of the initiative.
  • Projects identified as priorities by regional or local authorities.
