- Fully completed financial assistance application form.
- Identification of the applicant, project description, identification of the component and the amount of assistance requested.
- A financing plan, if applicable.
- Copy of the updated incorporation charter, the Quebec enterprise number, the latest audited financial statements and the invoices justifying actual expenses.
- Any other document allowing the submitted project to be analyzed.
Eligibility
Who is eligible?
- FQMHR.
- FQMHR affiliated “organization” members.
Who is not eligible
- Applicants registered in the RENA, including their subcontractors registered in the RENA.
- Applicants who failed to meet their obligations after being duly served with formal notice during the two years preceding the application, in connection with previous financial assistance from the Government of Quebec.
Eligible expenses
- Installation, replacement and maintenance of signage in compliance with the FQMHR closed-loop park signage guide.
- Construction, modernization and improvement of trails or local structures used by FQMHR-recognized affiliated members.
- Expenses related to remuneration to ensure trail safety, in accordance with the scales established by the minister.
- Remuneration directly related to the activities that received financial assistance, including salary and expenses for FQMHR liaison officers.
- Development and delivery of training, as well as awareness activities on safety and environmental protection.
Ineligible Costs and Activities
- Expenses that have already received assistance under the financial assistance program for off-road vehicles – Infrastructure and wildlife protection.
- Expenses related to the acquisition of vehicles whose primary purpose is to travel on the road.
- Expenses incurred to prepare the financial assistance application, financing arrangement fees, as well as any expense incurred before the application is submitted.
- Financing of debt, repayment of a loan and financing of a project already completed.
- The refundable portion of QST, GST or HST, as well as routine operating expenses not directly related to projects.

- Applications with the greatest merit according to these criteria are given priority.

- Submit the application to the Ministry of Transport and Sustainable Mobility with the required supporting documents.
- Use the application forms available on the FQMHR website.
Processing and Agreement
- Files must be complete, understandable and based on accurate data; otherwise, the applicant must correct the deficiencies within the time allowed.
- Funded projects and activities are selected according to accessibility, environmental protection and user safety.
- Amounts are granted to applications with the greatest merit according to these criteria.
- Assistance is paid in a single installment when all supporting documents have been received.
