Overview

The Affordable Housing Partnership Program provides a provincial contribution of up to one-third (1/3) of total eligible project costs to increase the supply of affordable housing by partnering with public, private, and non-profit organizations in Alberta. Eligible activities include new construction, renovations, redevelopment (including demolition and reconstruction), and conversions of non-rental spaces, with eligible costs such as land acquisition, permits and re-zoning, professional and consulting fees, construction labour and materials, insurance and bonding, required reports, and site improvements.

Activities funded

  • Build new affordable housing developments.
  • Renovate or add to existing housing to create at least 5 net new affordable housing units.
  • Redevelop an existing site (including demolition and new construction) to create at least 5 net new affordable housing units.
  • Convert non-rental space (for example, a hotel or commercial space) into affordable rental housing units.
  • Develop mixed-income, specialized, mixed-use, and/or mixed-tenure housing projects that include an affordable and/or social housing component.

Eligibility

  • The applicant must be able to develop, deliver, and operate the proposed affordable housing project (including demonstrating relevant experience and capacity).
  • The project must create at least 5 net new affordable housing units (through new construction, renovation/addition, conversion, or redevelopment).
  • The proposal must commit to keeping the affordable housing units affordable for a minimum of 20 years (or longer as agreed in the funding agreement).
  • The project must be financially viable and sustainable (including the ability to cover operating costs without provincial operational support).
  • For specialized housing proposals, funding must be in place for any planned onsite social or mental health support workers.

  • Public sector organizations involved in affordable housing development
  • Private sector organizations involved in affordable housing development
  • Non-profit organizations involved in affordable housing development
  • Housing management bodies (under the Alberta Housing Act)
  • Indigenous governments and Indigenous organizations (including First Nation governments in Alberta, Métis settlements, Métis Settlements General Council, Métis Nation of Alberta, Tribal Councils and Treaty Organizations in Alberta, Alberta Native Friendship Centres Association, Institute for the Advancement of Aboriginal Women)

Eligible expenses

  • Land acquisition (including the appraised value of ASHC-owned land transferred or sold for the project, where applicable).
  • Permits, rezoning, and development costs.
  • Architectural consulting fees.
  • Construction materials and labour for new housing units, or costs to purchase and renovate existing units (including converting non-residential space to residential units).
  • Demolition costs for reconstruction.
  • Appraisals, geotechnical testing, building condition assessments, and legal fees (as needed).
  • Insurance and bonding.
  • Required professional reports.
  • Site improvements (such as landscaping).

  • Compliance with the program’s minimum requirements (applications that are incomplete or do not meet the minimum requirements are not evaluated further).
  • Capital costs of the project.
  • Level of funding committed to date from other partners.
  • Level of Government of Alberta funding requested.
  • Value for money (including return on investment / net present value analysis compared to market rents).

  • Note that applications submitted outside the intake period will not be considered

  • If you applied to CMHC’s Affordable Housing Fund or Rapid Housing Initiative, you may submit that application instead
  • Email the CMHC application to alss.housingpartnerships@gov.ab.ca and be prepared to provide additional AHPP-specific information

Check required documents

  • Use the AHPP Checklist to confirm all required information and documents are included

Submit the application

  • Submit the application through the online form by selecting “Submit”

Await review and decision

  • Wait for the approval decision notification from program staff
  • Respond if contacted for additional information during the review
  • Advise the Ministry of Assisted Living and Social Services if project scope or approvals change

Additional information

  • The current application intake period is open and will close on January 31, 2026; submissions outside a defined intake period will not be considered.
  • Approved applicants may be contacted by program staff for additional information during the review process, and should advise the Ministry of Assisted Living and Social Services if project scope or approvals change during this period.
  • Successful applicants are required to provide annual reporting for the term of the agreement (including unit allocation, occupancy, compliance attestation, and financial statements).
  • The Government of Alberta indicates that approval is not guaranteed and depends on alignment with provincial needs and the availability of funding.
