The Quebec Leisure Council strengthens the funding ecosystem by serving as a sector hub for recreation organizations across Quebec. Through financial-assistance programs such as PAFEL, women-in-recreation initiatives, training, mentorship, and coordination with provincial leisure organizations, the council helps make recreation more accessible, inclusive, and better structured. Its role matters because recreation funding is often fragmented across sport, culture, education, tourism, health, and municipal programs, while many organizations rely heavily on volunteers and limited administrative capacity. The council helps translate policy priorities into usable support for the organizations that deliver activities on the ground. By representing the sector and administering or promoting targeted assistance, it improves the ability of leisure organizations to plan events, reduce barriers, strengthen governance, and reach more communities.
