The Thérèse-De Blainville Regional County Municipality (RCM), established in 1982, serves as a strategic regional governance body on Montreal’s North Shore. It covers an area of approximately 202 km² at the southern end of the Laurentides region, encompasses seven municipalities (Blainville, Boisbriand, Bois-des-Filion, Lorraine, Rosemère, Sainte-Anne-des-Plaines, and Sainte-Thérèse) and has nearly 160,000 inhabitants, placing it among the most populous RCMs in Quebec and reflecting strong demographic growth in recent decades. It has also been part of the Montreal Metropolitan Community (CMM) since 2001, which strengthens its integration into the metropolitan planning framework.
Its initial and principal mandate is to coherently and sustainably plan the development of its territory, notably through the creation and implementation of a land use and development plan that guides urban planning across the entire region. In close collaboration with the municipal councils of its member cities, the RCM coordinates intermunicipal decisions and shared services in a spirit of cooperation, fostering consensus and territorial solidarity around a common development vision. In this capacity, it exercises several powers delegated by the Government of Quebec, including the development and enforcement of the land use and development plan, the management of watercourses and watersheds, regional fire safety planning, as well as the preparation and updating of property assessment rolls.
Additionally, the RCM undertakes supplementary mandates based on local needs and agreements with its municipalities, such as supporting economic development and entrepreneurship, promoting cultural heritage, social development, and planning for the agricultural zone (PDZA), among others.
