Role in the Funding Ecosystem
Culture pour tous acts as a key intermediary between the Quebec government and cultural organizations, schools, and communities. The organization administers several funding programs and awards that distribute money to individuals and organizations in the cultural sector.
Funding Programs
- Prix Charles-Biddle: Annual award (since 2011) with a $5,000 bursary for immigrants who have contributed to Quebec's cultural and artistic development.
- Prix Solange-Chalvin: Award recognizing efforts of French language learners and contribution of teaching staff in francisation.
- Hémisphères: Network of cultural schools receiving financial support, personalized accompaniment, and training from cultural advisors.
- Étincelles: Project funding program launched in 2021 for cultural projects focused on social justice.
Institutional Partnerships
The organization works closely with Quebec government ministries including the Ministry of Culture and Communications and the Ministry of Immigration, Francisation and Integration. It also collaborates with the Canada Council for the Arts, Libraries Quebec, and various municipal cultural bodies.
History and Evolution
Founded in 2006 (evolved from the Secretariat for the Journées de la culture created in 1997), Culture pour tous was established following the 1996 Summit on Economy and Employment. The organization has grown to manage major cultural programs reaching hundreds of thousands of citizens annually.
