Role of the Ward Community Event Fund in Calgary’s funding ecosystem

The Ward Community Event Fund (WCEF) is a dedicated municipal grant program administered by the Office of the Councillors at The City of Calgary. Its purpose is to help Calgary-based non-profit, not-for-profit, charitable and community groups host events or carry out initiatives that strengthen neighbourhoods and enhance community life in each ward. City Council allocates a set amount of funding to each Councillor for a given year, and Councillors recommend awards for eligible projects within their wards.
For 2025 and 2026, each Councillor may allocate up to $20,000 per year through the WCEF. Qualified organizations can apply for the level of support needed for their event expenses, and awards are made at the discretion of the individual Councillor, subject to remaining funds. Funding is limited and distributed equitably by ward on a first-come, first-served basis.

Types of activities and organizations supported

The fund is open to Calgary non-profit, not-for-profit associations, charitable organizations and community-based groups. It is intended for initiatives and events that engage residents, build connections and improve the well-being of local communities. Councillors may also consider events that span multiple wards when they benefit residents across neighbourhood boundaries.
WCEF funding is focused on event or initiative-related costs rather than ongoing operations. The guidelines specify that capital purchases and regular operating expenses such as playground equipment or staff salaries are not eligible, and funding cannot be used for alcohol-related expenses.

Application, reporting and accountability

Organizations must complete a formal WCEF application form, providing sufficient background information and a proposed budget. Applications open annually on December 15 for events taking place in the following calendar year, and groups are encouraged to apply six to eight weeks before their event to allow time for processing, approval and payment.
Recipients are required to submit a written post-event summary within 90 days, outlining attendance, actual revenues and expenses, and outcomes achieved, and showing how WCEF grant funds were used. Unused funds must be returned to The City within the specified timelines. The program includes provisions for cancelled or rescheduled events, and for redirecting funds when events are postponed within defined limits.

Transparency and audits

The WCEF incorporates strong transparency measures. The Office of the Councillors publishes quarterly and annual reports listing recipients, approving ward office, event name, amount approved, and approval timing. In addition, the WCEF Administrator and the Office of the Councillors conduct random annual audits, during which selected organizations must provide detailed revenue and expense documentation. Future applications may be deferred if required summaries or audit responses are not submitted, reinforcing accountability for public funds.
