- Canadian offerors.
Selection criteria
- Advance on state of the art, with point levels of 2, 12, 24 minimum, or 40 points.
- Intellectual Property strategy, with point levels of 0, 8 minimum, or 12 points.
- Equity, Diversity, and Inclusion benefits, with point levels of 0, 4, 8, or 12 points.
- Commercialization strategy, with point levels of 0, 8, 24, or 32 points.
- An offer must score at least 60 points out of 96 from Stage 3 and Stage 4 combined to be conditionally qualified.

- Read the solicitation documents before submitting a proposal.
- Submit your proposal through the Apply/Login portal.
Processing and Agreement
- Offers are evaluated through Stage 1 mandatory technical criteria, Stage 2 screening criteria, Stage 3 point-rated screening criteria, and Stage 4 rated criteria.
- To be conditionally qualified, an offer must score a minimum of 60 points out of 96 from Stage 3 and Stage 4 criteria.
- Conditionally qualified innovations may be placed in a pool of conditionally qualified innovations for possible selection by Canada.
