Overview

The Main Street Revitalization – Capital Program provides up to $200,000 (to a maximum of 70% of the eligible project budget) to support local and First Nation governments in revitalizing main street areas through strategic investments in public infrastructure. Eligible activities include streetscape improvements, new signage, lighting, pedestrian and cycling enhancements, street furniture, and covered walkways, all aligned with a community's downtown revitalization plan.

Financing terms and conditions

  • Funding covers up to 70% of the eligible project budget, to a maximum of $200,000 per application.
  • Maximum lifetime contribution for an applicant is $500,000 from the Main Street Revitalization Capital grant.

  • Streetscape improvements within commercial main street areas, such as sidewalk upgrades and urban landscaping.
  • Installation of gateway and wayfinding signage throughout downtown areas.
  • Upgrades to lighting to enhance visibility and ambiance in main street districts.
  • Enhancements to pedestrian and cycling infrastructure in designated downtown zones.
  • Construction and installation of street furniture and covered walkways to improve the public environment.

Eligibility

  • The applicant must be a local government or a First Nation Band Government.
  • The applicant must be located within Northern Development’s service region.
  • The project must be an above-ground public infrastructure investment within a defined commercial main street area.
  • The project must align with an adopted Main Street Revitalization Plan or similar planning document completed within the last five years.

  • Local governments located within Northern Development’s service region
  • First Nation Band Governments within Northern Development’s service region

Who is not eligible

  • Private sector businesses (only local governments and First Nation Band Governments are eligible).
  • Organizations located outside Northern Development’s service region.

Eligible expenses

  • Capital expenditures directly necessary for implementing the approved project.
  • Contractor fees related to project delivery.
  • Incremental third-party project management services.
  • Wages for direct project labour (with required documentation and regular hourly rates).
  • Employer portion of CPP, EI, and pension contributions for direct project labour (up to 9.85%).
  • PST (provincial sales tax) paid on eligible expenses.
  • In-kind (volunteer) labour contributions valued at standard approved rates, with proper documentation.
  • Internal equipment use (heavy equipment or machinery owned by the applicant) for the project, up to approved hourly rates.
  • Monetized donations of materials, equipment, or services from third parties, with documented proof.

Eligible geographic areas

  • Applicants must be located within Northern Development’s service region in British Columbia.

Selection criteria

  • Strength of the application and clarity of key deliverables.
  • Alignment between the proposed project and the recommendations in the community’s main street revitalization plan.
  • Extent of financial contribution by the applicant and Northern Development Initiative Trust to the project budget.
  • Evidence of broad-based support from multiple stakeholders.
  • Management plan for ongoing operating and maintenance over the asset’s lifespan.

Additional information

  • A Key Deliverables Reporting Form must be submitted one year after the final disbursement.
  • Applications received after deadline are moved to the next funding cycle for review.
  • Applicants are encouraged to use specific templates provided for staff labour and in-kind contributions documentation.
  • Additional applications will not be accepted until key deliverable reporting requirements are fulfilled.
