Overview

The Heritage Legacy Fund – Heritage Conservation Program provides financial contributions of up to $50,000, covering up to 50% of project costs. The program supports the preservation, rehabilitation, and restoration of built-heritage resources, including eligible conservation activities for historic buildings, structures, sites, and landscapes.

Financing terms and conditions

  • Financial contributions cover up to 50% of eligible project costs, to a maximum of $50,000 per project.
  • Initial disbursement of half the awarded amount provided at project start, following signature of the contribution agreement and submission of insurance documentation.
  • Final payment released upon project completion, subject to acceptance of required final reports, documentation, and invoices.
  • Costs must be supported by a minimum of two independent contractor quotes, where applicable.

Activities funded

  • Preservation, rehabilitation, or restoration of built heritage resources, including historic buildings and structures.
  • Conservation work on exterior elements such as foundations, roofs, masonry, windows, doors, and architectural features.
  • Upgrades to building code and fire safety, including accessibility and seismic improvements, directly related to heritage conservation.
  • Conservation of original interior features or materials if legally protected or recognized as character-defining.
  • Conservation of historic sites, cemeteries, or cultural landscapes that are significant to British Columbia's history.

Eligibility

  • The applicant must be a registered society (including non-profits and charities), local government, First Nations government or organization, or a school board.
  • Religious organizations may apply if they own the heritage asset and demonstrate an active, inclusive, and community-supported program or service.
  • The applicant must be an up-to-date, paid member (corporate, government, or group) of Heritage BC.
  • For projects where the applicant does not own the heritage site, evidence of a long-term lease or management agreement extending at least three years beyond project completion must be provided.
  • The project must involve the preservation, rehabilitation, or restoration of a built-heritage resource and directly contribute to the conservation of the physical heritage fabric.

Eligible expenses

  • Exterior building conservation work (repair of foundations, roofs, parapets, cornices, masonry, original wall claddings, windows, doors, columns, towers, porches, architectural features, etc.).
  • Conservation of historic structures (outbuildings, garages, sheds, barns, bridges, trestles, railway turntables and platforms).
  • Building Code upgrades and fire safety improvements directly related to conservation (structural, mechanical, electrical, fire exits, emergency lighting, sprinklers, accessibility upgrades).
  • Seismic upgrading to strengthen the heritage structure if directly related to conservation.
  • Conservation of original interior features or materials, if legally protected or formally recognized as essential character-defining features (e.g., staircases, stained glass, fixed furnishings, historic finishes, special floor designs).
  • Conservation work for historic sites, cemeteries, or cultural landscapes limited to direct conservation of existing historic resources (original memorials, grave markers, tombstones, fences, gates, trellises, rock walls, railings, decorative paving, or light standards with a clear connection to British Columbia history).

Selection criteria

  • Degree to which the application demonstrates the heritage value of the resource for the community, particularly as it relates to character-defining elements.
  • Significance of the project's contribution to the conservation of heritage values.
  • Preference given to projects that are formally recognized or legally protected community heritage resources.
  • Inclusion of priorities such as climate action/adaptation, accessibility, reconciliation, and cultural awareness.
  • Evidence of a clear plan for ongoing maintenance and conservation.

How to apply

Confirm eligibility and membership

  • Review all eligibility requirements for both applicants and projects
  • Confirm your organization type is eligible (e.g., registered society, local government, First Nations organization, school board)
  • Ensure your organization has up-to-date membership with Heritage BC

Confirm project eligibility with staff

  • Contact Heritage BC program staff at grants@heritagebc.ca
  • Discuss your project to confirm its eligibility
  • Obtain an access code for the online application form
  • Contact staff at least two weeks before the application deadline

Prepare documentation and project details

  • Prepare all required documentation including project details, photographs, and evidence of heritage values
  • If necessary, provide a Statement of Significance
  • Gather at least two quotes for project costs (excluding GST)
  • Outline maintenance and conservation plans

Submit the application

  • Complete the online application form using your access code
  • Ensure all supporting documents are attached and information is accurate
  • Submit the application before the deadline

Wait for application results

  • Await confirmation from Heritage BC regarding the status of your application
  • Respond promptly to any requests for additional information or clarification

Finalize agreement and funding

  • If approved, sign the contribution agreement outlining responsibilities
  • Provide a certificate of insurance naming the Dogwood Heritage Society of BC as additional insured
  • Receive half of the award amount at project start, balance upon project completion and final reporting

Additional information

  • Funding is provided on a cost-sharing basis, with applicants responsible for at least 50% of project costs.
  • The program encourages projects that prioritize climate adaptation, accessibility, reconciliation, or cultural awareness, which may receive additional consideration.
  • Successful applicants must acknowledge the financial support of the Heritage Legacy Fund in promotional materials and signage.
  • All applications must include current photographs documenting the existing condition of the heritage resource.
