- The medium must publish original written content of general interest intended for the Quebec population and cover at least three of the following seven themes: politics, municipal affairs, international affairs, culture, business and economy, local news, miscellaneous news.
- The newsroom must be located at the company's Quebec establishment, with original editorial content produced by journalists.
- The company must obtain an annual eligibility certificate for the medium, each eligible employee, and each digital conversion contract from Investissement Québec.

- Complete the necessary forms, including CO-1029.8.36.PR and, if applicable, CO-1029.8.36.PE
- Gather valid attestations for your company, each employee, and contracts from Investissement Québec
- Prepare additional documents regarding employee wages and subcontractor expenses

Submit application and documents
- Submit the completed forms and all required documents with your corporate income tax return
- Ensure you include all attestations and supporting documentation in your submission
- If unable to submit documents with your tax return, send them separately within the specified deadlines

Wait for results
- Wait for confirmation or feedback from the tax authorities
- Provide any additional information if requested during the review process
