Who is eligible?
- Unions representing workers in Red Seal trades
- Organizations managing training trust funds for Red Seal trade unions
- Not-for-profit organizations
- For-profit organizations with non-commercial project activities
- Municipal, provincial, territorial, and Indigenous organizations
Who is not eligible
- Organizations located and operating in Quebec
- Applicants without the required union partnership, if they are not a union
Eligible expenses
- Wages and mandatory employment-related costs for project staff
- Materials and supplies, tools, equipment, computers, and furniture for training
- Travel within Canada, participant costs, printing, communication, and hospitality
- Professional fees, staff training, honoraria, and administrative costs
Ineligible Costs and Activities
- Wage subsidies for work experience and employment-related costs
- Purchase or lease of real property, construction, or renovation costs
- Core or ongoing business costs and costs to prepare the proposal
- Entertainment, fines or penalties, and international travel
- Essential skills training, promoting apprenticeships, and supporting employer hiring of apprentices
Eligible geographic areas
- Canada, excluding Quebec
- At least two provinces or territories outside Quebec, for project delivery
Processing and Agreement
- Applications are first screened for eligibility and completeness.
- Eligible applications are assessed against program objectives, activities, results, and budget details.
- Priority may be given to projects with no-cost or low-cost training, broader geographic coverage, and strong union leadership.
- Applicants are notified of the funding decision, and approved projects require an agreement before funds are used.

- Non-union applicants must have a union partnership for the full project duration.
- Projects must include at least 2 partnerships.
- Applications with missing documents may be given 5 business days to complete the file.
