How to apply
- Step 1: Prepare the application
- Complete the application form.
- Gather a current tax bill and required estimates or quotes.
- Include before photos of the property improvements.
- Step 2: Submit to the City
- Submit the application and supporting documents to the City’s Development & Emergency Services Department.
- Step 3: Await review and approval
- Wait for the application decision and any conditional approval.
- Step 4: Obtain required permits and complete the work
- If required, obtain the building permit within one month of conditional approval.
- Carry out the approved renovation and conversion work.
- Step 5: Request reimbursement
- Submit invoices, proof of payment, cost summary, and after photos once the project is complete.

- Applications depend on available funding allocation
- Conditional approval may be rescinded if a required building permit is not obtained within one month
