- Salaries, fees, benefits, and professional development for staff and coaches
- Governance, training, legal, and strategic planning costs
- Program delivery, travel, equipment, research, and competition-related costs

- Litigation costs, unless specifically allowed
- Medals, trophies, banquets, and sponsor servicing
