Overview

The School Bus Electrification Program – Stream 2 offers financial support of up to $25,000 per charging station to facilitate the purchase and installation of electric bus charging infrastructure. The program aims to reduce greenhouse gas emissions in Quebec’s school transportation sector by funding eligible activities such as needs evaluation, acquisition of charging stations, and related construction and installation work.

Financing terms and conditions

  • Financial assistance for needs assessment and development of charging solutions covers 75% of eligible expenses, up to $5,000.
  • Funding for the purchase of charging stations covers 75% of eligible expenses, up to $5,500 per Level 2 AC charging station and up to $20,000 per fast DC charging station.
  • Financial aid for construction and installation works covers 70% of eligible expenses, up to $5,000 per station installed on existing electrical infrastructure and up to $25,000 per station installed on new electrical infrastructure.

Eligibility

  • The applicant must be a school bus operator, a school service center, or a private educational institution involved in student transportation, or a company providing turnkey charging services to eligible organizations.
  • The applicant must have its head office or an establishment located in Quebec.
  • The applicant must not be listed in the Register of enterprises ineligible for public contracts (RENA).
  • The project must involve the purchase and installation of new, smart, and certified charging stations specifically for electric school buses.

  • School transportation contractors serving school service centres and private educational institutions
  • School service centres
  • Private educational institutions providing school transportation
  • Companies that own facilities providing turnkey charging services to eligible organizations

Who is not eligible

  • Organizations not headquartered or without an establishment in Quebec.
  • Entities listed in the Register of Enterprises Ineligible for Public Contracts (RENA).

Eligible expenses

  • Professional service fees for assessing charging needs and identifying solutions.
  • Costs for acquiring, transporting, and commissioning eligible charging stations.
  • Purchase of devices or software to manage electric vehicle charging energy, including connectivity fees for up to five years.
  • Professional service fees for preparing plans and specifications for charging infrastructure installation.
  • Construction or purchase of electrical rooms or containers needed for the infrastructure.
  • Labor and material costs for installing charging equipment, making electrical connections, and supplying power infrastructure.
  • Expenses related to power supply infrastructure such as power units, transformers, distribution panels, circuit breakers, and disconnect switches.
  • Costs for network connection work, including transformer installation, substations, and safety systems like surge and overcurrent protection.
  • Site preparation and landscaping work, including excavation, leveling, compaction, and trenching for underground cables.
  • Installation of charging stations, including mounting, pedestals, cable management systems, and freestanding supports.
  • Purchase of equipment for electrical energy storage.
  • Installation of protective barriers such as bollards and guardrails for charging stations.
  • Testing and commissioning of charging stations, including compliance verification and functional startup.

Prepare application documents

  • Gather the required documents and information for the application
  • Download and complete the financial assistance application form (to be published)
  • Prepare the automatic deposit enrollment or change form, if necessary
  • Obtain copies of quotes for the acquisition and installation of charging solutions, justifying the selected offer
  • If applicable, prepare a copy of the board of directors’ resolution or ownership attestation

Submit application and supporting documents

  • Submit the completed application form and all required documents to the designated email address
  • If the applicant is a turnkey service provider, include a signed letter from the school transportation service customer confirming the business relationship
  • If the charging solution is building-connected, provide a design declaration form completed by a qualified electrician
  • For infrastructure powered by a dedicated electric entrance, include a report from a professional engineer detailing the project plan and analyses

Application review process

  • Await review and decision by the Ministère des Transports et de la Mobilité durable

Install infrastructure and collect proofs

  • Complete the installation of the charging infrastructure within 12 months following submission
  • Collect detailed invoices, photos of the site post-work, photos of the installed charging points, and proof of payment

Request reimbursement

  • Submit supporting documents to request reimbursement (detailed invoices, after-work photos, proof of payment, etc.)

  • The beneficiary must acknowledge the Government of Québec's financial support in all public communications related to the project.
