SaskFestivals Program — Established Stream supports professional festivals, series and community groups in Saskatchewan through a four-year funding cycle to strengthen community engagement, tourism, artistic practice, and organizational capacity. - Most recent audited financial statements, review engagement, or independent financial review by an accounting professional not associated on an ongoing basis with the organization
- CADAC Financial Form with four years of financial data
- CADAC Statistical Form with the most recent completed fiscal year; board-approved deficit reduction plan if the accumulated deficit represents more than 10% of revenues for the most recently completed year; board-approved plan for the use of unrestricted funds if the unrestricted accumulated surplus represents more than 10% of revenues for the most recently completed year

Who is eligible?
- Incorporated organizations with a core mandate to present an arts festival or series
- Organizations whose work and mandate align with the SaskFestivals program purpose
- Organizations with at least five years of operation and a history of public presentation before first application, and that were previously funded through the Development or Established stream and were deficit-free at first admission
- Organizations with financial and decision-making processes controlled by Saskatchewan residents, a centre of operation and primary programming in Saskatchewan, and registration with CADAC
- Organizations that are in good standing with SK Arts, have no overdue reports on prior grants, have annual financial statements, and engage paid professional expertise in programming and administration
Who is not eligible
- Organizations that receive operational funding from SaskCulture, Sask Lotteries, Creative Saskatchewan, or a Provincial Cultural Organization
- Organizations whose core mandate is not exclusive to presenting an arts festival or series
- Organizations that receive funding from SK Arts’ Professional Arts Organizations Program
- Organizations that do not compensate artists for their work
- Organizations with outstanding reports for any previous grant received from SK Arts

- Festivals and events that are competitive in nature and charge participants an entry fee to compete
- Festivals and events with programs that support definable political, religious or spiritual viewpoints or seek to attract only a special-interest audience or recruit new members
- Festivals and events that are primarily fundraisers or charity events
- Activities that use or present Indigenous cultural material, traditional knowledge or stories without consultation and permission from the community

Selection criteria
- Program impact and engagement, including artistic vision, artistic merit, innovation, stakeholder satisfaction, planning, evaluation, and cost-effectiveness
- Development of the arts in Saskatchewan, including support for Saskatchewan artists, awareness of trends, leadership, partnerships, barrier reduction, and communications
- Community engagement, including economic activity, tourism, volunteerism, partnerships, public interaction, and accessibility
- Relationship with priority groups, including Indigenous peoples, other People of Colour, LGBTQ2S+ people, the Deaf and disability communities, and other equity-deserving communities
- Organizational effectiveness, including governance, strategic planning, and public safety planning

- Verify that the applicant is in good standing with SK Arts before submitting
Processing and Agreement
- An independent panel of reviewers with appropriate knowledge and experience assesses applications through a competitive process.
- SK Arts’ Board of Directors reviews the panel’s recommendations after receiving notice of SK Arts’ allocation from government sources and after approving its budget for the year.
- Applicants are notified of the Board’s decision on the April 2023 review no later than July 15, 2023.
- Organizations in Concerned Status are informed in writing of the conditions that apply, how they will be monitored, and the time period to satisfy them.
- If Concerned Status conditions are not satisfied within the identified time period, the organization may be moved into a different stream or removed from the program.
