Eligibility
Who is eligible?
- Organizations whose core mandate is to present an arts festival or series.
- Organizations with at least three years of operation prior to the first application.
- Organizations whose work and mandate align with the SaskFestivals program purpose.
Who is not eligible
- Organizations that receive operational funding from SaskCulture, Sask Lotteries, or Creative Saskatchewan.
- Organizations that receive operational funding from a Provincial Cultural Organization.
- Organizations that receive funding from SK Arts’ Professional Arts Organizations Program (PAOP).
- Organizations that do not compensate artists for their work.
- Organizations with outstanding reports for any previous grant received from SK Arts.
Eligible expenses
- Artistic salaries and fees, including artists’ fees, salaries or contract fees for personnel responsible for the artistic program, and copyright or royalties.
- Production / technical salaries and fees.
- Programming costs, including touring, production, documentation, and professional memberships.
- Facility operating costs for facilities rented or maintained for the presentation of the festival or event.
- Marketing and communications, fundraising, and administration costs, including accounting fees and office rent.
Ineligible Costs and Activities
- Prizes, gifts and awards, except ceremonial gifts or tobacco directly related to the project artists.

- Programming quality, including artistic vision, artistic merit, professionalism, innovation, stakeholder satisfaction, planning, monitoring, evaluation, and cost-effectiveness. /5
- Development of the arts in Saskatchewan, including opportunities for professional Saskatchewan artists, partnerships, barrier reduction, and communications. /5
- Community engagement, including economic activity or tourism, volunteerism, partnerships, sponsorships, public interaction, and accessibility. /5
- Authentic ongoing relationships with Indigenous, People of Colour, LGBTQ2S+, Deaf and disability, and other equity-deserving communities. /5
- Organizational effectiveness, including governance structures, clear roles, financial plans, and crisis communication plans. /5
How to apply
- Submit the application online only through SK Arts’ SmartSimple system.
Processing and Agreement
- An independent panel of reviewers with appropriate knowledge and experience assesses applications through a competitive process.
- SK Arts’ Board of Directors reviews the panel’s recommendations after it receives notice of SK Arts’ allocation from government sources and after it has approved its budget for the year.
- Applicants are notified of the Board’s decision.
