Who is eligible?
- Non-profit organizations and non-financial cooperatives for eligible community or territorial digital projects.
- The MRC de La Mitis and La Mitis municipalities for municipal digital transition projects.
- Projects must align with the Signature innovation theme “La Mitis à l’ère du numérique”.
Who is not eligible
- Private businesses in the financial sector.
- Financial cooperatives (credit unions and similar).
- Organizations listed in Quebec’s Register of enterprises ineligible for public contracts (RENA).
- Otherwise eligible organizations involved in a legal dispute with the Government of Québec, or in default of obligations under a law/regulation/agreement administered by the Minister (may be refused).

Selection criteria
- Concordance of the proposed actions with the "Innovation Signature" project of the MRC of La Mitis.
- Quality of the financing plan (realism of costs, contributions from partners and applicable government programs, confirmation of contributions).
- Quality of the implementation plan (compelling links between steps, activities, resources, and targets).
- Quality of the governance structure (clear roles and relationships between partners, established decision-making processes, expertise of the project team).
How to apply
- Step 1: Before preparing a file, confirm with the MRC whether the Signature innovation stream is still accepting projects.
- Step 2: If an intake is confirmed, validate the project with the MRC and confirm alignment with “La Mitis à l’ère du numérique”.
- Step 3: Prepare the project description, action plan, budget, partners and governance information requested by the MRC.
- Step 4: Submit the complete file to the MRC according to the confirmed process and deadlines.
- Step 5: If approved, follow the agreement, annual action-plan and reporting requirements.
Processing and Agreement
- The application is reviewed by the MRC of La Mitis and its steering committee before being recommended to the MRC Council.
- Projects selected receive a confirmation of the funding commitment.
- Projects not selected are informed in writing.
- An annual action plan, an activity report, and a financial report must be submitted for the June recommendation process.
