- Organizations listed in Quebec’s Register of enterprises ineligible for public contracts (RENA).
- Otherwise eligible organizations involved in a legal dispute with the Government of Québec, or in default of obligations under a law/regulation/agreement administered by the Minister (may be refused).

- Concordance of the proposed actions with the "Innovation Signature" project of the MRC of La Mitis.
- Quality of the financing plan (realism of costs, contributions from partners and applicable government programs, confirmation of contributions).
- Quality of the implementation plan (compelling links between steps, activities, resources, and targets).
- Quality of the governance structure (clear roles and relationships between partners, established decision-making processes, expertise of the project team).

- Identify partner contributions and applicable government programs, and obtain confirmations of contributions

Document delivery and governance
- Develop a project delivery plan linking steps, activities, resources, and targets
- Define the governance structure: clear partner roles and decision-making methods, and document the project team’s expertise

Submit the annual action plan
- Submit an annual action plan to the steering committee by May 15
- Plan for payment conditions: 80% upon filing the action plan, 20% upon filing the activity report and financial report

- The MRC de La Mitis signed the “Signature innovation” agreement with Québec’s Ministère des Affaires municipales et de l’Habitation (MAMH) on March 24, 2021, under the overarching project “La Mitis à l’ère du numérique.”

- A management framework (“cadre de gestion”) governing the use of the Signature innovation funding envelope was adopted by the MRC council on July 14, 2021.
