  • Excerpt from the Registre des entreprises du Québec (NEQ registration)
  • Copy of the articles of incorporation and general by-laws, if required
  • Board resolution authorizing the signatory to submit the funding application
  • Copy of the call for tenders document for the consulting mandate
  • Two professional service offers (consultant bids)
  • OQLF attestation or certificate for organizations with 25 or more employees in Québec, if applicable
  • Indigenous certificate or attestation for Indigenous organizations, if applicable
  • Proof of compliance or commitment to the Aventure Écotourisme Québec Qualité-Sécurité program for nature and adventure tourism companies, if applicable

Eligibility

  • The applicant must be legally constituted under Québec or Canadian law and operate in Québec.
  • The project must be carried out in the Québec tourism region and submitted before any contractual commitment.
  • The mandate must be executed by a recognized specialized firm or organization following a service call for tenders with two bids.
  • The consulting or study project must aim to improve business practices, workforce skills, customer service, digital needs, new projects or responsible and sustainable practices.
  • The total eligible costs for the consulting or study mandate must be at least $10,000 including applicable taxes.

  • For-profit tourism businesses (OBL)
  • Non-profit tourism organizations (OBNL)
  • Tourism cooperatives
  • Municipal entities involved in tourism
  • Indigenous communities, nations, tourism organizations and enterprises
  • Groupings of the above eligible clienteles

Who is not eligible

  • Crown corporations and ministries or agencies of the Québec and Canadian governments
  • Businesses listed in the register of enterprises ineligible for public contracts
  • Organizations appearing on the OQLF list of non-compliant enterprises for francization

Eligible expenses

  • Professional fees of specialized firms or consultants for studies on tourism offer development or for project-related support and quality improvement
  • Travel expenses within public service rates, and project-specific overhead, salaries and benefits for human resources
  • Net taxes (non-refundable portions) related to direct project costs
  • Professional CPA fees solely for financial reporting, where applicable

Ineligible Costs and Activities

  • Current salaries, operating and routine management expenses, including those related to the promoter’s project
  • Working capital, debt service, operating losses, capital losses and capital buybacks
  • Costs related to regulatory compliance, asset maintenance, upgrading to standards and ordinary maintenance
  • Refundable portions of sales taxes and other recoverable costs
  • Asset transfers, in-kind or service contributions, and usual operating, administration or financing fees
  • Lobbyist remuneration, legal fees, contingencies and cost overruns
  • Promotion, advertising and marketing expenses
  • Costs incurred under contractual commitments made before the application submission, except fees to develop the project

  • Alignment with the program’s objectives, strategic orientations and priority tourism experiences
  • Structural impact, including attraction power, project reach, economic benefits, partnerships and season extension
  • Innovative nature of the project and its contribution to the destination’s tourism brand
  • Quality of the concept, products and services, as well as financial structure and feasibility
  • Integration and support from local stakeholders and the overall sustainable development approach, including environmental, social and eco-responsible components

    • Gather corporate documents and consultant tenders required for the consulting mandate.

    • Fill out and sign the PSIT 2026 online financial assistance form.
    • Upload Annex A, Annex B and all mandatory documents via the electronic form.
    • Submit the completed file by one of the specified 2026 intake deadlines.

Processing and Agreement

  • Complete applications must be submitted before one of the cut-off dates set out in the program schedule.
  • Projects are assessed based on their relevance for the destination, subject to budget availability.
  • Eligibility does not guarantee the granting of financial assistance or any specific amount.
  • If approved, a funding agreement is signed before contributions are paid out.

  • Applications are assessed on an ongoing basis but must be submitted by one of the specified 2026 intake dates.
  • The financial support is a non-repayable contribution calculated on eligible project costs.
  • Submitting an application does not guarantee funding or create any obligation for Destination Québec cité or its partners.
  • DQc may share submitted documents with municipal services and public partners while applying its confidentiality and access-to-information rules.
