Overview
This non-repayable financial support helps tourism organizations in the Québec City region develop responsible, sustainable and innovative festivals and events. It funds eligible organization, programming, promotion and site management activities that increase visitor traffic and strengthen the regional tourism offer, with minimum eligible costs of $25,000 including taxes.

- Organization and delivery of a festival or tourism event in the Québec tourism region
- Support for a specific aspect of an event aimed at development and growth
- Infrastructure or advisory projects for a festival or event submitted under the appropriate program categories
Documents Needed
- Completed and signed online application form
- Annex A and Annex B
- Upcoming event program or draft program
- Most recent event report, if available
- Quebec business registry extract and incorporation documents with bylaws
- Most recent financial statements and event revenue and expense breakdown
- Board resolution authorizing the funding application signatory
- OQLF compliance attestation, if applicable
- Clientele data such as attendance and origin studies or ticketing compilations
- Any other documents requested by the advisor and relevant to the application
Eligibility
- Applicant must be a tourism enterprise, municipal entity, Indigenous community/nation or related tourism organization, or a grouping of these clients.
- Organization must be legally constituted under Quebec or Canadian law and conduct business in Quebec.
- Project must take place in the Québec tourism region and be submitted before any contractual commitments.
- Project must be a festival or event considered regionally relevant, attracting significant visitor traffic and animating the destination.
- Minimum eligible costs for the supported edition or specific aspect must be $25,000 including applicable taxes.
Who is eligible?
- Tourism enterprises operating festivals and events
- For-profit organizations (OBL)
- Non-profit organizations (OBNL)
- Cooperatives
- Municipal entities and recognized Indigenous communities, nations and tourism organizations
Who is not eligible
- State-owned corporations and ministries or agencies of the Quebec and Canadian governments
- Enterprises listed in the register of ineligible enterprises for public contracts
- Organizations not compliant with the OQLF francization requirements when applicable
Eligible expenses
- Administration costs related to the supported edition or specific growth aspect
- Programming expenses for the festival or event
- Promotion, marketing and communication costs
- Site and facility management expenses
- Costs of products intended for resale
- Travel expenses within public-sector scales, overhead, salaries and benefits of promoter staff linked to the event
- Audited in-kind sponsorships of goods and services, up to 50% of total eligible costs
- Net non-recoverable taxes on eligible costs
- Professional (CPA) fees for reporting purposes, where applicable
Ineligible Costs and Activities
- Activities not related to organizing and holding the event
- Capital expenditures for acquiring equipment, including amortization
- Working capital, debt service, operating losses, capital losses and capital buybacks
- Costs for regulatory compliance, asset maintenance and bringing facilities up to standards
- Taxes and other costs for which the organization or a third party is entitled to a refund
- Non-audited donations and in-kind or service contributions
- Asset transfers and routine maintenance expenses
- Financing charges and lobbyist remuneration
- Cost overruns, legal fees and contingency fees
- Acquisition of motorized transport equipment not dedicated to the visitor experience

Selection criteria
- Alignment with program objectives, strategic orientations and priority tourism experiences
- Structuring impact, including attraction power, reach, economic spinoffs, partnerships, job creation and season extension
- Innovative nature of the project and contribution to the destination’s tourism brand
- Quality of concept, products and services, and robustness of financial structure and financing plan
- Pertinence, feasibility, market and marketing strategy quality, local support, and overall sustainable development approach
How to apply
- Step 1: Review program information
- Consult the general information guide for PSIT 2026.
- Step 2: Identify project category
- Select the appropriate category, such as Festivals and Events, using the dedicated category document.
- Step 3: Validate eligibility
- Schedule a brief interview with the designated advisors to present the project outline.
- Obtain confirmation of eligibility following this discussion.
- Step 4: Complete application form
- Fill out the online financial assistance form.
- Ensure all required sections on the enterprise, project, clientele and sustainability are completed.
- Step 5: Attach required documents
- Include Annex A, Annex B and all mandatory documents listed for the Festivals and Events category.
- Upload documents and annexes through the electronic form.
- Step 6: Submit application
- Review the completed form, sign the declaration section and submit electronically via the platform.
- Ensure submission before the applicable program intake deadline.
Additional information
- Applications are received on a continuous basis but must be submitted by one of the fixed intake dates in 2026.
- Submitting a complete application before any contractual commitment is mandatory.
- An assistance agreement will set out payment conditions and obligations if funding is approved.
- The program uses common definitions and a business plan template provided by Destination Québec cité.
