Eligible expenses

  • Salaries, benefits, and consultant fees directly related to the project.
  • Office rent and equipment not normally used in daily operations.
  • Travel, accommodation, meetings, events, and workshops within Canada.
  • Dissemination, promotion, communications, insurance, evaluation, and audit services.

Ineligible Costs and Activities

  • Clinical mental health services or counselling.
  • Core operating costs such as regular rent.
  • Capital expenditures such as land, buildings, or vehicles.
  • Pure research and in-kind expenses.
  • Expenses above National Joint Council rates.

How to apply

Confirm stream eligibility

  • Confirm that your project aligns with the Fund’s objectives and principles.
  • Ensure your request is for the Implementation Stream only.
  • Note that applicants may apply to only one funding stream.

Prepare project proposal

  • Prepare a community-led project that will implement and evaluate a culturally focused mental health program for Black Canadians.
  • Make sure the project is delivered in, and primarily benefits, Black communities in Canada.
  • Use a social determinants of health, health equity, evidence-based, and cultural safety approach.

Prepare required documents

  • Gather the required evaluation and knowledge translation plans.
  • Prepare a detailed budget with eligible cash expenses only.
  • Confirm that project-related administrative expenses do not exceed 15% of total project funding.
  • Ensure no project expenses are incurred before the funding agreement is accepted by all parties.

Submit the application

  • Submit the application through the call for proposals process.
  • Use the application materials requested from PHAC if applicable.
  • Understand that funding is awarded through a competitive assessment and available funds.

Await funding results

  • Wait for PHAC to assess the proposal.
  • Not all eligible applications will be funded.
  • PHAC is under no obligation to enter into a funding agreement.

Processing and Agreement

  • Applications are reviewed through a competitive assessment process.
  • Only selected applicants are invited to the next stage or may receive funding.
  • Funding depends on available funds and is not guaranteed.
  • A funding agreement must be accepted before any project expenses are incurred.
