Who is eligible?

  • Legally constituted producer organizations recognized by the Ministry
  • Private organizations with a research mandate
  • Non-profit organizations with a research, development, or knowledge-transfer mandate in the biofood sector

Who is not eligible

  • Applicants registered in Quebec’s Register of Enterprises Ineligible for Public Contracts (RENA)
  • Insolvent, bankrupt, or receivership entities
  • Government ministries, budgetary bodies, state-owned companies, and municipal entities
  • Financial cooperatives and banking institutions
  • Private or non-profit organizations without the required biofood research or knowledge-transfer mandate

Eligible expenses

  • External professional and technical services
  • Staff salaries directly linked to the project
  • Database and scientific publication access fees
  • Travel and accommodation costs
  • Rental of land, buildings, machinery, equipment, or tools
  • Purchase of new tools, inputs, or services
  • Communication, advertising, and information dissemination costs

  • Costs incurred before the funding request is confirmed

How to apply

  • Step 1: Download the application documents
    • Get the program forms and related documents from the Ministry website.
  • Step 2: Prepare the application package
    • Complete and sign the application form.
    • Prepare the business plan, work plan, and budget forecasts.
    • Add partner proof, CVs, and any required authorization if applicable.
  • Step 3: Submit the application to the Ministry
    • Send the full application package to the Ministry as instructed in the program documents.
    • Respond to the call for projects published by the Ministry.
  • Step 4: Await review and decision
    • The Ministry reviews eligibility and project selection.
    • If approved, sign the funding agreement before receiving payments.

Processing and Agreement

  • Applications are first reviewed for eligibility.
  • Eligible projects are then assessed by a selection committee.
  • The applicant is notified of the decision by an offer or refusal letter.
  • If approved, a funding agreement must be signed before payment.
  • Progress and final deliverables are reviewed before subsequent and final payments.

Additional information

  • The program is part of the 2022-2025 period and the call for projects ended on October 30, 2024.
  • Applicants may ask for a review of an evaluation decision within 20 working days.
  • Successful projects must acknowledge the Government of Quebec and the Green Economy Plan 2030 in public communications.
  • Project and financial records must be kept for five years after the project and final payment.
