  • The applicant must be an individual, legal entity, or company operating in public forest territory who, under an agreement, is required to pay fees for timber harvested from public forests.
  • The applicant must intend to carry out construction, improvement, or rehabilitation activities on multi-purpose forest roads, bridges, or culverts, as defined in the program.
  • The proposed project must concern eligible classes of multi-purpose forest roads (classes: out of standard, 1, 2, 3, 4, or 5) and meet the program’s usability requirements for roads and structures.
  • For Stream 2, projects must address strategic road network development or specific needs and be selected by the regional forest management authorities.

  • Step 1: Identify Eligible Works and Prepare Project DetailsDetermine which construction, improvement, or refurbishment activities for multi-use forest roads, bridges, or culverts are eligible under PRCCM – Stream 2.
  • Gather technical details of the projects to be financed, ensuring all information aligns with the program’s annexes and requirements.
  • Step 2: Prioritization by Forest Management Directorate (DGFo)Submit proposed projects for consideration to the relevant DGFo, as only projects prioritized by these directorates will be considered for funding in Stream 2.
  • Step 3: Compile and Complete Application MaterialsCollect all supporting documents, including technical plans, reports, and required financial justifications (such as invoices and evidence of expenditures).
  • Ensure documentation includes any required sign-offs by forest engineers and relevant administrative personnel.
  • Step 4: Submit Application and Supporting DocumentsPrepare digital files according to the Ministry’s requirements (e.g., using stipulated templates for road and bridge work reports, shapefiles, photographs, etc.).
  • Digitally sign and compress files as instructed.
  • Upload all files—including supporting documentation and application forms—to the FTP-PRCM platform provided by the Ministry of Natural Resources and Forests.
  • Step 5: Await Review and Funding DecisionThe Ministry reviews submitted materials and verifies project eligibility and costs.
  • If approved, reimbursement is processed according to the program’s guidelines (up to 90% of eligible costs, respecting imposed caps).
  • Step 6: Final Reporting and Supporting DocumentationWithin 90 days of project completion, submit final reports and all required supporting documents to demonstrate completion and compliance.
  • Ensure all financial, technical, and photographic evidence is included as required by the program guidance.
