Who is eligible?
- Companies active in public forest territory.
- Individuals or legal entities owing public forest wood rights under an agreement.
- Rexforêt, for Stream 2 only.
Who is not eligible
- Insolvent or bankrupt entities.
- Businesses listed in the Register of enterprises not eligible for public contracts.
- Applicants in default on prior MRNF financial assistance obligations.
Eligible expenses
- Labour, machinery, and materials.
- Planning documents and engineering work.
- Clearing, stump removal, grading, drilling and blasting.
- Culverts, bridges, drainage work, and signage.
- Project supervision and professional fees within program limits.
Ineligible Costs and Activities
- Winter road construction.
- Roads scheduled for permanent closure in less than 3 years.
- Maintenance work.
- Any activity not listed as eligible in the program.
Eligible geographic areas
- Quebec public forest territory.
- RGA regions 01, 02, 03, 04, 05, 07, 08, 09, 10, 11, 12, 14, and 15, depending on the regional grouping.
Selection criteria
- Stream 2 projects are prioritized by the DGFo.
- Projects must support strategic road network development and maintenance.
- Projects may be selected for forest management strategy or user safety reasons.
- Projects may also be selected for bridge removal or force majeure situations.
How to apply
- Step 1: Review the program guide and requirements
- Consult the PRCCM guide for eligible clients, activities, and conditions.
- Step 2: Prepare the required files
- Complete the required work forms and reports.
- Apply the required digital exchange standard.
- Step 3: Submit through FTP-PRCM
- Upload the files to the FTP-PRCM site using the proper lot and naming format.
- Ensure files are digitally signed when required.
- Step 4: Receive validation and follow-up
- Check the analysis report generated by the system.
- Correct any errors if the deposit is rejected.
Processing and Agreement
- Applications and work claims are reviewed by the MRNF.
- The ministry verifies eligibility, supporting files, and work completion.
- Payments are issued only after accepted verification and compliance checks.
- An agreement or contract must be signed before funding is committed.
- MRNF may audit beneficiaries and request corrections if needed.
