- First-year operating expenses for a new project that will continue for more than one year, if the applicant submits a solid business plan demonstrating reliable sources of revenue to cover future years’ operating costs.
- Current year operating costs for an established project experiencing a temporary revenue shortfall.
- A consultant fee for a one-off, temporary assignment with a specific start and end date to do a feasibility study or improve operations.
Ineligible Costs and Activities
- 100% of project costs.
- Retroactive funding for expenses incurred prior to the application date.
- Core operating expenses including wages, except for start-up or emergency bridging under certain conditions.
- Money paid directly to staff at an operational level and consulting/contracting fees for day to day operations.
- Capital or operating deficits, debt retirement, contributions to reserves, endowments, activities of religious organizations that serve primarily their membership and/or their direct religious purposes, political organizations, fund-raising campaigns, scholarships, bursaries or fellowships, academic research, sabbatical leaves, student exchanges, costs related to private publications, new office equipment and furniture, computer labs, library acquisitions, medical equipment, construction of large-scale public infrastructure projects, amateur sports, and travel to or attendance at conferences, competitions, symposia or annual events.

- The project is likely to be effective in achieving its goals and objectives, with clear outcomes and strategies to monitor progress and evaluate effectiveness.
- The project supports community and cultural diversity, demonstrates inclusiveness, and demonstrates innovation.
- The project builds capacity in the local community, organizations and/or individuals; involves those affected where appropriate; collaborates with others in the same field; and includes volunteers where appropriate.
- The project demonstrates commitment from applicants and their partners in funds, personnel and other resources, generates broad community support, has a realistic budget and funding goals, provides realistic plans for longer term funding, and may be subject to limits on grant frequency to ensure broad community access and appropriate distribution of funds.
