Documents Needed
- All required forms and supporting documentation specific to each Offer, submitted through the CEM Hub
- Additional supporting documents required when the Project is declared complete
- Completed Project workbook and Updated Project workbook
- Signed Contractor Acknowledgment for any contractor that is not a member of the Home Performance Contractor Network
- Contractor quotes or estimates, energy assessment reports, contractor invoices, and, for window and door measures, a Window-door summary-sheet and a digital photo of each manufacturer label

Who is eligible?
- Indigenous governing bodies
Who is not eligible
- Utility accounts in the name of a strata corporation are not eligible.
Eligible expenses
- Professional services to support the preparation and submission of Project Applications; salaries and benefits of employees working on the Project; and professional services such as scientific, technical, management, and construction services
- Travel expenditures, advertising, recruitment and training, license fees, data purchases, certification costs, regulatory compliance and inspection costs, construction insurance, and permits
- Material, supplies and equipment and systems; equipment leasing and rental; rental of facilities, audio and visual services; and other Project-scope costs, excluding hospitality and prizes
Ineligible Costs and Activities
- Project costs covered by warranty or home insurance claims
- Self-installations
- Replacing an existing heat pump or adding a head to an existing heat pump
- Skylights
- Insulation for soundproofing or insulation in outbuildings
Eligible geographic areas
- North of and including the District of 100 Mile House (latitude 51.628°N)
How to apply
- Submit all required forms and supporting documentation for the relevant Offer through the CEM Hub.
- Submit the additional supporting documents required when you declare the Project complete in the CEM Hub.
Processing and Agreement
- Administrators may accept or reject Applications, Declarations, and supporting documentation for any reason.
- Review and verification of Applications and processing of Incentive pre-payments may take up to thirty (30) days from the date all required Application documents are received.
- Post-implementation payments may be issued within ninety (90) days after all required forms and documentation are received and verified.
- Decisions of the Administrators are final and binding and not subject to appeal.
- Participants must respond and provide access within thirty (30) days of a site verification notice or risk decline of the Application or forfeiture of the Incentive.

- The Program is funded and administered by BC Hydro, FortisBC, and the Province of British Columbia, with possible collaboration from additional third-party contributors.
- The Program includes four offers: Energy Efficiency Retrofit Incentives, Energy Assessment Funding, Heating System Maintenance Rebates, and Basic Energy Saving Measures.
