Documents Needed

  • Completed and signed application form submitted in Excel format
  • Copy of the call for tenders detailing issue, objectives, methodology, deadline and deliverables
  • Two professional service offers (bids) from consultants or firms
  • Internal sustainable development and responsible purchasing policy or related external contract
  • Recent financial statements (last two full years and latest interim), where required

Eligibility

  • Be a legally incorporated tourism business, municipal entity, Indigenous community or organization, or a grouping of these, doing business in Quebec.
  • Be compliant with applicable tourism accommodation regulations and registration, where operating an accommodation establishment.
  • Nature and adventure tourism businesses must meet, be pursuing, or commit to pursue Aventure Écotourisme Québec Quality-Safety Certification standards.
  • Have honoured commitments linked to any previous grant from program partners.

Who is not eligible

  • Crown corporations, and Quebec and Canadian government departments and agencies
  • Applicants listed in the Register of Companies Ineligible for Public Contracts
  • Companies not compliant with the Office québécois de la langue française francization process

Eligible expenses

  • Professional fees for specialized firms or consultants to carry out specific tourism development studies or targeted support mandates
  • Net taxes related to eligible project costs (non-reimbursed portions)

Ineligible Costs and Activities

  • Salaries, operating expenses and ongoing or project-related management costs of the promoter
  • Working capital, debt servicing, operating losses, capital losses and capital redemption
  • Costs for upgrading, maintaining assets or complying with regulations
  • Promotion, advertising, marketing expenses and legal fees
  • Usual maintenance, administrative and financing costs, asset transfers, in-kind contributions and costs committed before applying (except project development fees)

  • Organizations doing business in Quebec, specifically within the Outaouais tourism territory

Selection criteria

  • Alignment of the project with PDTO 25-27 objectives.
  • Structuring impact, including attractiveness, scope, benefits, partnerships, job creation and season extension.
  • Innovative nature and quality of concept, products and services.
  • Financial structure, including confirmation of external funding and overall feasibility.
  • Relevance to tourism markets, consideration of sustainable development and concrete climate change adaptation measures.

How to apply

  • Step 1: Prepare Project and Call for Tenders
    • Define the issue, objectives, methodology, timeline and expected deliverables for the study or consulting mandate.
    • Launch a call for tenders and obtain at least two professional service offers from specialized firms or recognized organizations.
  • Step 2: Complete Application Form
    • Fill out the PDTO 25-27 Studies and Consulting Services form in Excel format.
    • Ensure the form is signed by the authorized representative.
  • Step 3: Compile Required Documents
    • Gather all required supporting documents listed in the program guide (call for tenders, bids, financial statements, policies, confirmations, certifications, etc.).
  • Step 4: Submit Application
    • Send the completed Excel form and all required documents by email to programmes@tourisme-outaouais.ca.

Additional information

  • Financial assistance is provided as a non-repayable financial contribution.
  • Projects must integrate significant responsible and sustainable development measures, including climate change adaptation.
  • Organizations with 25 or more employees in Quebec must comply with the OQLF francization requirements to receive funding.
  • A call for tenders with at least two bids is required for selecting the consulting firm or specialized organization.
