Overview
This program provides up to $90,000 in non‑repayable funding, with a possible bonus of up to $60,000, to support major projects that structure the regional tourism offering in Outaouais. It targets multi-partner tourism initiatives such as thematic routes, circuits, and mobility improvements that reflect the region’s identity and generate long-term benefits.

- Other projects that clearly demonstrate structuring of the regional tourism offering with long-term sustainability over more than three years.
Documents Needed
- Completed and signed PDTO 25-27_Structuring form in Excel format
- Project plan outlining three-year deliverables, impacts and required authorizations
- Detailed marketing plan with target markets, actions, budget and indicators
- Internal sustainable development and responsible purchasing policy or related service contract
- Sustainable development and climate change adaptation action plan or related service contract
- Confirmation of capital investment from an accountant, financial institution or board resolution
- Financial statements for the last two full years and most recent interim statements, where required
- Projected financial statements or revenue and expense forecasts covering the project period, where required
- Board resolution mandating the application signatory and committing to cover operating costs, where applicable
- OQLF certificate or attestation confirming compliance with francization requirements, if applicable
- Confirmation letters from financial partners, if available
- Proof of Aventure Écotourisme Québec Quality-Safety Certification or commitment, for nature and adventure tourism businesses
- Indigenous certificate or certification recognizing the Indigenous status of the organization, if applicable
- Email from the Ministry of Culture and Communications on the applicability of the art integration policy for construction projects of $150,000 or more
Eligibility
- The applicant must be a tourism business, municipal entity, Indigenous community or nation, tourism association, or a grouping of these clienteles.
- The organization must be legally incorporated under Quebec or Canadian law and conduct business in Quebec.
- Eligible organizations must have honoured commitments linked to any previous grant from program partners.
- Tourist accommodation operators must comply with applicable laws and hold a valid registration number.
- Nature and adventure tourism businesses must comply with, be in the process of complying with, or commit to comply with Aventure Écotourisme Québec Quality-Safety standards when required.
Who is eligible?
- Tourism businesses operating on a for-profit basis.
- Non-profit tourism organizations.
- Tourism cooperatives.
- Municipal entities involved in tourism development.
- Indigenous communities, nations, tourism organizations and businesses, and groupings of these clienteles.
Who is not eligible
- Crown corporations and departments or agencies of the governments of Quebec and Canada.
- Applicants listed in the Register of Companies Ineligible for Public Contracts.
- Companies that do not comply with the francization process of the Office québécois de la langue française.
Eligible expenses
- Fees for specialized firms or external consultants.
- Travel expenses, overhead, salaries and employee benefits directly devoted to the project.
- Purchase and installation of equipment necessary to structure the tourism offering.
- Net taxes related to eligible project costs, excluding reimbursed portions.
Ineligible Costs and Activities
- Acquisition of motorized transportation equipment not dedicated to the visitor experience.
- Working capital, debt service, operating losses, capital losses and capital redemption.
- Upgrading to standards, asset maintenance and regulatory compliance costs.
- Quebec and federal sales tax portions and other refundable costs.
- Donations, in-kind or service contributions, and asset transfers.
- Direct or indirect operating, exploitation or administrative costs, including usual maintenance.
- Financing costs and remuneration of lobbyists.
- Costs tied to contracts signed before submitting the application, except project development fees.
- Promotion, advertising and marketing expenses.
- Cost overruns and legal fees.
Eligible geographic areas
- Organizations legally constituted under Quebec or Canadian law that conduct business in Quebec.
- Projects impacting the Outaouais tourism region.
Selection criteria
- Alignment with the objectives of the PDTO 2025–2027.
- Structural impact, including attractiveness, project scope, benefits, partnerships, job creation and season extension.
- Degree of innovation and quality of the concept, products and services.
- Sound financial structure, including confirmed external funding and overall feasibility of the business plan and timeline.
- Relevance to tourism markets, consideration of sustainable development principles and concrete climate change adaptation measures.
How to apply
- Step 1: Prepare Project Documentation
- Develop a detailed project plan, marketing plan and sustainable development policy and action plan.
- Assemble required financial documents, resolutions, certifications and partner confirmations.
- Step 2: Complete Application Form
- Fill out the PDTO 25-27_Structuring form in Excel format.
- Ensure all requested information and supporting documents are included.
- Step 3: Submit Application
- Email the completed form and all required documents to programmes@tourisme-outaouais.ca.
Additional information
- Financial assistance of $100,000 or more to a profit-oriented organization with over 100 employees requires an equal access employment program.
- Construction or expansion projects of $150,000 or more for public buildings or sites may be subject to the provincial art integration policy.
- Projects are assessed on their overall sustainable development approach and contribution to climate change adaptation.
- Public calls for tenders are required for construction contracts of $100,000 or more funded by the program.
